Summary Per 5 CFR 335.103(c)(3)(v), this is a non-competitive reassignment opportunity open to those qualified who hold (or have held) a position equivalent to (or higher than) an ND-4 (GS-12/13 equivalent) on a permanent basis in the competitive service. You will serve as an Engineer or Scientist in the NUWC Division Newport Employee Rotational Program in the Analysis Track and be assigned to the Advanced Technology, Modeling & Simulation Division (Code 851). Responsibilities You will work with and support internal and external stakeholders in the accomplishment of NUWCDIVNPT enterprise project goals and milestones. You will communicate project status to a broad spectrum of peer and senior stakeholders. In Code 85 you will gain experience in modeling and analysis tools used for the design, analysis and performance assessment of torpedoes and countermeasures in the context of fleet warfighting scenarios, threats and environments. In Code 15 you will gain experience in the implementation, performance and analysis of submarine mounted sensor systems and the impact of environmental parameters on these systems in the context of fleet warfighting scenarios and threats. In Code 60 you will integrate knowledge obtained from Code 15 and 85 rotations to develop or augment models for assessment of engagement level analyses. You will participate in cross-departmental tasking within the Analysis Track and will rotate through three positions within Codes 85, 15, and 60 (not necessarily in that order) lasting approximately six months each for a total of 1.5 years. You will gain knowledge in a variety of analytical disciplines that will cover undersea weapons, unmanned vehicles, countermeasures, advanced sensor systems; hull mounted and towed arrays, kill chain analyses and engagement modeling. Requirements Conditions of Employment Qualifications This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), an Electronics Engineer (0855-series), a Physicist (1310-series), an Oceanographer (1360-series), or a Computer Scientist (1550-series), depending upon the qualifications of the candidate. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
