Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Responsibilities Performs real time monitoring equipment and solid sorbent tubes operations in support of the CBC Agent Monitoring program for the presence of toxic chemical agents. Maintains close liaisons with personnel in operating directorates, offices and tenant activities requiring monitoring for chemical surety materials and operations. Test and operate equipment used in the production, handling and destruction of chemical and biological munitions and related items including transportation, set-up, systemization, calibration, maintenance, operation and demobilization. Plans, schedules, assures timely accomplishment of work and carries through technical aspects of laboratory, test chamber and storage site monitoring. Travels to formerly utilized defense facilities (FUD sites) to support remediation efforts. Services and repairs all equipment breakdowns by replacing defective parts and making corrective adjustments to functioning parts. Requirements Conditions of Employment Qualifications This is a Standing Register (Open Continuous) announcement. You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes 1) Conducting inspections of mechanical systems and interpreting mechanical plans and specifications; 2) Analyzing output from instrumentation and detectors to determine equipment malfunctions and recommend corrective actions. This definition of specialized experience is typical of work performed at the next lower grade level/position in the federal service (GS-06) This position will be filled at the GS-07 grade level. The candidate selected for this position at the GS-07 grade level will be non-competitively promoted to the GS-08 grade level, then the GS-09 grade level, then the GS-10 grade level, and to the target grade of GS-11 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level (GS-11), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
