  Office of Conservation – Injection & Mining Division

  The Injection and Mining Division (IMD) has the responsibility of implementing two major federal environmental programs which were statutorily charged to the Office of Conservation: the Underground Injection Control (UIC) program with federal oversight from the Environmental Protection Administration (EPA) and the Surface Mining Program with federal oversight from the U.S. Department of the Interior, Office of Surface Mining.

  LOCATION AND POSITION INFORMATION:

  The Petroleum Scientist 1, 2, or 3 is located in the Injection and Mining Division within the Office of Conservation (OC) in Baton Rouge, LA. The incumbent of this position performs highly responsible engineering work of an administrative and technical nature pursuant to the Louisiana UIC program and certain additional E&P and Industrial waste disposal activities permitted under Title 43, Parts XVII and XIX of the Louisiana Administrative Code. The incumbent will also perform complex technical investigative and departmental policies, procedures, rules and regulations. The position requires inter-parish travel. The incumbent can expect to travel approximately 20% of the time. Additional duties include, but are not limited to the following:

  Reviews permit applications submitted to the IMD for confirmation with state regulations, including those for drilling, converting, and working-over injection wells.

  Performs technical reviews of active injection wells to ensure that the method of well construction adequately provides for isolation of the USDW from the injection zone.

  Inspects and monitors by-product operations, including hazardous waste injections wells, solution mining of salt, hydrocarbon storage in solution-mined salt caverns, enhanced oil recovery wells, oil and gas exploration and production waste injection wells, commercial waste disposal facilities, and carbon sequestration inject wells.

  Incumbent performs the review and interpretation of pressure transient tests, radioactive tracer surveys, well logs, in-situ reservoir stress tests, and any other test data required in the permitting process.

  Maintains files on waste disposal wells, salt dome cavern operations, carbon sequestration operations, and site operations.

  Performs technical review of applications for permits to dispose of drilling and/or workover waste down the annuli of production wells pursuant to LAC 43:XIX.315.

  Provides training of coworkers in any tasks presented herein or otherwise requested by a supervisor.

  *This position offers premium pay for licensed professional engineers and geologists of up to $2.00 per hour for each hour worked.

  Qualifications

  MINIMUM QUALIFICATIONS:

  A baccalaureate degree with a major in one of the following scientific fields: engineering, geology, geosciences, earth and environmental science or geophysics, plus one year of professional level experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation.

  SUBSTITUTIONS:

  A bachelor's degree with 24 hours in petroleum engineering or geology will substitute for the one year of required experience.

  A master's degree or Ph.D. in any of the qualifying fields will substitute for the one year of required experience.

  NOTE:

  Any college hours or degree must be from an accredited college or university.

  To analyze, process and recommend action on oil and gas drilling, unitization, production and transportation requests, and/or other related regulatory activities for the petroleum industry.

  JOB DISTINCTIONS:

  Differs from Petroleum Scientist 2 by the absence of experienced-level work, which typically involves the application of a variety of petroleum disciplines and/or projects of a larger scope.

  Reviews technical reports and data related to exploration, production/drilling, development, waste disposal, environmental assessment/remediation, water well locations, etc. and works with the industry to ensure compliance with applicable regulations.

  Processes permit and application requests related to drilling, injection, plugging, and disposal of wells.

  Performs geological and geophysical studies of seismic data related to the evaluation of applications for seismic permits and leasing of the state's mineral interest lands and water bottoms.

  Conducts multi-faceted unitization review processes to determine the merits of and compliance with oil and gas unitization agreements, leases, statewide orders and other regulatory provisions.

  Makes recommendations to supervisory petroleum scientists regarding permit reviews, aquifer studies, unitization proposals, tract evaluations and directional drilling analyses.

  Analyzes data, prepares studies and reports, makes recommendations to agency management on technical and administrative issues.

  Performs technical analyses relating to statewide field inspections, permitting, onsite exploration, production and development practices, reservoir/aquifer performances/impacts, and regulatory requirements.

  May perform technical engineering (when properly licensed), geological, and/or environmental analyses related to the permitting and enforcement authority exercised by the Department.

  Maintains surveillance of drilling and production operations throughout the state.

  Reviews requests submitted by the oil and gas industry for exception to state regulations.

  Correlates and analyzes accident reports for the purpose of determining obsolescence of geometric design and makes recommendations for redesign of obsolete facilities.

  Provides guidance, direction and technical support on petroleum-related matters to representatives of industry, the public, and federal, state, and local agencies.
