  The Position

  The City of Portland is hiring a Traffic Engineer III within the Portland Bureau of Transportation (PBOT)

  About the position: PBOT is seeking an Engineer III to join our innovative team of engineers within the Traffic Design Section (TDS). This position plans, directs, implements, reviews and evaluates the work of TDS staff in the delivery of multimodal capital projects throughout the city. This position supervises engineers and consultants in the design and development of traffic engineering plans, specifications, and estimates for capital improvement project design and construction. This is a leadership position within TDS that participates in directing transportation engineering policy and practice within PBOT. The Engineer III will report to and work closely with the Traffic Design Section Manager to lead and supervise a staff of engineers. The position will actively participate in supporting the Bureau’s Strategic Plan goals.

  Additional duties include:

  Provide leadership and mentoring to support the development of engineering staff by modeling effective technical and interpersonal skills.

  Prepare, develop, review, and implement engineering plans and technical reports for complex design and/or construction projects.

  Analyze feasibility and safety of proposed or on-going projects; develop solutions to complex transportation challenges.

  Work cooperatively with planners and project managers to develop/approve scope of work, schedule and budget for new projects.

  Develop and review traffic system modeling/analysis and engineering studies prepared by engineering staff and consultants.

  Plan and direct the work of traffic engineering staff and consultants in the traffic design of streets and multimodal infrastructure, as well as work zone traffic control.

  Provide guidance, support, training and coaching to project engineers/designers to resolve technical issues and facilitate a smooth design process.

  Ensure project designs meet best engineering practices, as well as City of Portland standards, guidelines and practices.

  Sign and seal final engineering plans.

  Review and approve engineering project specifications.

  Represent PBOT and partner with stakeholders, citizens and community groups.

  Assist in the development, implementation, and updates of PBOT engineering standards, practices and policies.

  An Ideal Candidate will have at least 15 years of professional engineering experience specializing in traffic design and operations and 2 years of experience directing/planning the work of staff.

  Work Location

  Many positions within the City are designated as hybrid. Beginning in April 2023, most hybrid employees will be expected to perform at least half of their work in person.

  To Qualify

  The following minimum qualifications are required for this position:

  Experience planning, assigning, and supervising the work of transportation engineering professionals and/or technical staff.

  Experience preparing, reviewing, approving and interpreting traffic design plans and specifications.

  Experience preparing and/or reviewing traffic system modeling analysis.

  Experience applying federal, state and city laws, codes, standards and /or specifications applicable to traffic design and operations.

  Ability to interact effectively, engage in problem solving, represent the City and partner with community members, community groups and contractors.

  Ability to communicate technical information to non-technical individuals such as: community members, contractors, elected officials and policy makers.

  Applicant must also possess:

  A current Certificate to practice as a registered Professional Engineer

  An Oregon Professional Engineer Certificate within 6 months after appointment.

  The Recruitment Process

Additional evaluation may be required prior to establishment of the eligible list and/or final selection.
