Fairfax County Department of Public Works and Environmental Services (DPWES) seeks an Engineer III to help rehabilitate and maintain the county’s inventory of over 200 miles of open conveyance channels and over 20 miles of streams restored using natural channel design.
Provides engineering technical support, project management, project design, contract administration, and onsite construction oversight resulting in the design and construction of assigned storm drainage, water quality, conveyance channel restoration and storm sewer projects.

Fairfax County’s award-winning Stormwater team works to reduce flood risk and protect local watersheds and the Chesapeake Bay with comprehensive watershed and infrastructure management to protect people, the environment, and property. This position works in the DPWES Maintenance and Stormwater Management Division, Stormwater Conveyance Branch located at 10635 West Drive, Fairfax, Virginia.
Join our dynamic team, where you'll play a leadership role in the successful completion of assigned storm drainage, water quality, conveyance channel restoration, and storm sewer maintenance projects. As a key member of our maintenance team, you will contribute to the seamless delivery of maintenance services, providing excellent service to our customers.
Other duties include:
Performs engineering project management, prepares project cost estimates, sets schedules, recommends projects for construction, tracks and leads design and construction meetings, administers contracts, collaborates with internal and external stakeholders, engineering firms, and construction contractors to optimize resources and ensure timely project completion.
Provides on-site construction oversight and technical support.
Reads engineering plans and technical documents; interprets, and applies technical expertise in stormwater design and construction.
Performs engineering calculations, prepares designs for improvement/upgrades, and finalizes plans for construction.
Conducts quality control and quality assurance reviews on all assigned and contracted work.
Ensures compliance with federal, state and county permitting requirements as they relate to the storm conveyance system.
Coordinates field inspections with site inspectors.
Prepares daily reports for stormwater-related construction projects.
Facilitates the resolution of technical stormwater drainage design issues between internal staff and/or other county agencies.
Engages in asset management for the improvement of stormwater infrastructure. Inspects, inventories, researches, analyzes data, and creates work orders.
Develops project objectives and prepares scope of work in cooperation with stakeholders.
Prepares clear, concise, and grammatically correct written correspondence.
Prepares technical reports, correspondence, and support documentation, and participates in after-hour citizen and/or Board of Supervisors' meetings to implement agency programs.
From collaborating with stakeholders to facilitating design resolutions during construction, your expertise will drive the successful delivery of maintenance services. Must be able to read, interpret and apply technical expertise regarding stormwater design and construction documents, while overseeing the construction of various/multiple stormwater related projects.
NOTE: The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as-needed.

MINIMUM QUALIFICATIONS:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field.
CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license.
DEQ - Erosion & Sediment Control Plan Reviewer certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
DEQ - Erosion & Sediment Control Inspector Certification - completion of first required training class within 12 months of hire and certification required within 12 months of date of completion of first required class.
VDOT Work Zone Safety Traffic Control Intermediate Certification within 18 months of hire.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a driver's license check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
At least four years of progressively responsible experience in storm drainage system planning, design, construction, or project management.
Experience in the development, administration, and enforcement of construction contract documents, such as contract document preparation, bidding, construction, oversight, submittal review, RFI response, etc.
Experience performing hydrologic and hydraulic computer modeling for drainage studies and design.
Experience using Microsoft Office software (Word, Excel and PowerPoint), GIS, engineering and project management software, databases, and AutoCAD for the preparation of construction drawings and documents.
Knowledge and understanding of local, state, and federal codes and engineering standards related to storm drainage and flood mitigation.
Demonstrated ability to communicate clearly and effectively verbally and in writing and experience leading meetings with the public/various stakeholders.
PHYSICAL REQUIREMENTS:
Ability to lift/slide up to 90 lbs. with assistance. Ability to work in hot and cold temperatures. Ability to operate a motor vehicle to drive to/from job sites, off-site meetings, training and/or conferences. Ability to operate keyboards and other input devices effectively for extended periods. Ability to walk, hike, stand, stoop, bend, stretch, climb, sit, kneel, crouch, reach, go up and down steep hills, slopes and steps, and otherwise traverse rough, icy, broken terrain and terrain along streams and channels, at a sustained rate. Ability to walk/traverse property sites that may be undergoing construction or having terrain that is not level. Physically and mentally able to use all applicable personal protective equipment in an outdoor environment; including hardhat, eye protection, hearing protection, safety footwear, long pants, and sleeved shirt. All duties performed with or without reasonable accommodations.
