About Emergency Management Safety Officer

  Overview

  Built-in 1973 Dignity Health Methodist Hospital of Sacramento is committed to providing daily excellence in health care for residents of Sacramento’s southern suburbs including the Elk Grove Wilton and Galt communities. Methodist Hospital is home to a 158 acute-care bed facility with 1120 employees 283 medical staff and 29 Emergency Department beds. Methodist Hospital also owns and operates Bruceville Terrace – a 171-bed sub-acute skilled nursing long-term care facility adjacent to the hospital that provides care for the elderly as well as those requiring extended recoveries. Methodist Hospital is home to the Family Medicine Residency Program an accredited and nationally recognized program which provides resident physicians with specialty training in primary care family medicine. Together the hospital and residency program implemented a ground-breaking curriculum addressing the identification treatment and assistance of human trafficking victims and created a one-of-a-kind health clinic for victims the Human Trafficking Medical Home.

  Responsibilities

  Position Summary:

  Implement and monitor Health Safety and Security Programs. Manage and oversee the hospitals Emergency Preparedness and Environment of Care plans and programs in order to maintain a safe environment for patients and personnel. Assess and monitor compliance with the Joint Commission CDPH OSHA EPA hazardous materials emergency response standards and other regulatory agencies. Communicate Environment of Care and Emergency Preparedness information to management staff supervisory staff physicians and employees. Represent the hospital in coordination with community and regional based agencies. Recommend courses of action for managing Environment of Care and Emergency Preparedness concerns and problems. Coordinate the implementation of all HRSA grant initiatives. Lead the development and annual maintenance of the facilities written disaster plans and procedures to ensure effective multi-hazard disaster responses. Participate in the annual review of the facility Hazard Vulnerability Analysis (HVA). Plan and coordinate disaster drills and exercises including a minimum of one decontamination drill/exercise annually. Maintain all exercise records. Ensure that all facility HCC staff is trained in NIMS HICS and other emergency preparedness programs on a regular basis. Include Hospital Command Center staff in all appropriate emergency/exercises.

  Core Duties and Accountabilities:

  Assists with development and implementation of campus wide Environment of Care Engineering Fire Life Safety Biomed Safety Security and Emergency Manager programs. Conducts facility hazard- vulnerability assessments organize and develop the resources necessary to implement plan and achieve expected results based on the assessment findings.

  Coordinates drills both internally and externally focusing on key elements identified as opportunities for improvement and provides opportunities for hospital involvement to exercise Emergency Management Plans at least twice per year with one drill involving an influx of patients and one drillinvolving a community-wide emergency management program..

  Oversees grant dollars (HPP) And Allocates Funds To Meet Critical Benchmarks. This position is responsible for the upkeep maintenance and training related to all equipment funded by state and federal grants focused on disaster management.

  Has the ability to attend and participate in county committees focused on Emergency Preparednessgrant funding and technical aspects of disaster management.

  Participates/chairs the following committees as directed: Chair Environment of Care Chair Emergency Preparedness Committee; Chair Integrated Work Place Safety Committee. Maintains administrative control of a variety of records and files including confidential and legal documents related to Security Bio-Medical Safety Construction Emergency Preparedness Fire Life Safety and Engineering.

  Review aggregate and trend Engineering Security and Emergency Preparedness data. Accountablefor survey preparation and compliance of the Environment of Car chapters and Emergency Preparedness program.

  Collect Security ICR’s and input data into PPM 2000. Review aggregate and trend PPM 2000 data.

  Administrative support for the Director as required: word processing spreadsheet preparation filing processing invoices/purchase requests cost recovery billing ordering supplies copying distribution minutes scheduling appointments preparing memos and reports correspondence and revisions to policies and procedures.

  In conjunction with the Hazardous Materials / Waste Management Monitor directs the OSHA required hazard communication program through: Maintaining comprehensive files of Material Safety Data Sheets. Providing assistance to Directors in conducting the annual chemical inventory. Provides assistance in the use of and need for Material Safety Data Sheets.

  Qualifications

  Minimum Qualifications:

  Bachelor of Arts degree in a health-related field and/or equivalent work experience

  Minimum of five (5) years of experience in health safety environment of care and/or other related professional experience

  Pay Range

  $33.60 - $48.73 /hour
