  About this position:

  Conducts Community Assistance Visits and contacts under the National Flood Insurance Program, Community Assistance Program (CAP). The major objective of the National Flood Insurance Program (NFIP) is to insure that communities participating in the NFIP are achieving the flood loss reduction objectives of this program. Implementation requires statewide travel to participating Louisiana communities and parishes (317 total) and conducting a comprehensive assessment of the community’s/parish's floodplain management program and its local Floodplain Management Administrator's knowledge and understanding of the floodplain management requirements.   Qualifications

  MINIMUM QUALIFICATIONS:

  A baccalaureate degree plus two years of professional level experience in accounting; administrative services; architecture; budgeting; economics; engineering; geography; human resources; information technology; landscape architecture; loss prevention; management analysis; policy planning; purchasing; risk analysis; project management for transportation/public works structures; in the development and implementation of a safety program to include safety education, teaching, training, facility inspection and/or accident investigation; or in the development, implementation, administration of a transportation program such as: urban/regional planning, compliance, program management or facility management in one of the following types of programs or systems: aviation, rail, marine or public transportation.

  SUBSTITUTIONS:

  Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

  Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

  A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

  30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

  60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

  90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

  120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

  College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

  Paraprofessional experience in technical areas at a governmental highway/transportation agency will substitute for the professional level experience in the development, implementation, administration of a transportation program, on the basis of one year of paraprofessional level experience will substitute for six months of the professional level experience, for a maximum of three years.

  NOTE:

  Paraprofessional experience in technical areas at a governmental highway/transportation agency is defined as substantial duties performed at a public (State/Federal) transportation organization in practical or mechanical training in a highly technical engineering specialty; complex interpretation, selection, adaption and application of engineering guidelines/principles; and/or technical consultation in a highly technical engineering specialty or program function, at a pay level equivalent to or higher than the state classified TS 311.

  NOTE:

  Any college hours or degree must be from an accredited college or university.

  Department of Transportation and Development (DOTD); may be used statewide as deemed appropriate by the Department of Civil Service.

  JOB DISTINCTIONS:

  Differs from DOTD Program Specialist 2 by the presence of advanced level programmatic duties.

  Differs from DOTD Program Specialist 4 by the absence of highly specialized duties or serving as a technical specialist over an assigned program.

  Examples of Work

  30% Trains to conduct community assistance visits and contacts under the National Flood Insurance Program, Community Assistance Program (CAP). The major objective of the NFIP’s (CAP) is to insure that communities participating in the NFIP are achieving the flood loss reduction objectives of this program. Implementation requires statewide travel to participating Louisiana communities and parishes (307 total) and conducting a comprehensive assessment of the community’s/parish’s floodplain management program and its local Floodplain Management Administrator’s knowledge and understanding of the floodplain management requirements. This involves performing field inspections of the Special Flood Hazards statewide. It requires specialized skills, unique to this section, such as reading FIRM’s (Flood Insurance Rate Maps) and interpreting engineering studies and profiles in order to communicate in person, by telephone, and through written consultants, emergency managers, building inspectors, city planner, etc. To accomplish this objective, it requires this position to interpret and enforcethe Federal Code of Regulations, Title 44, Emergency Management and Assistance, parts 59, General Provisions; parts 60, Criteria for Land Management and use; part 65, Identification and Mapping Special Hazard areas; part 70, Procedures for Map Corrections; part 72, Procedure and Fees for Obtaining Conditional Approval of Map Changes; and part 77, Acquisition of Flood Damaged Structures. This position prepares a report of findings, such as deficiencies in the program, directly to the FEMA Regional Office and makes recommendations for compliance. Provide technical assistance to the community/parish until compliance is accomplished or it is deemed necessary to refer the community/parish to FEMA for disciplinary actions. Non-compliant programs may result in the loss of subsidized flood insurance and eligibility for other sources of financial aid such as federally guaranteed or insured mortgages (VA, FHA, SBA), community development block grant funds, federal disaster assistance, etc.

  20% Trains to provide technical assistance to the Louisiana communities that participate in the Community Rating System (CRS). CRS is a subprogram of the National Flood Insurance Program that provides incentives and tools to participating communities who enact and enforce higher regulatory floodplain management standards. The incentive is reduced flood insurance premiums and reduced flood damage to insurable property. Louisiana has 41 CRS communities. Currently participation in CRS has save LA citizens over $26 million.

  10% Trains to assist FEMA and their mapping consultants in the coordination of mapping needs for the state of Louisiana the Map Mod Program is a nationwide initiative to update every Flood Insurance Rate Map within five years with annual updates thereafter. This initiative includes levee issues, more specifically, levee certification which is a major factor in flood risk analyses for Louisiana mapping.

  10% Assists in maintaining technical assistance library. Organizes, compiles and reproduces bound copies of manuals and distributes statewide. DOTD, Floodplain Management Section, serves as the Flood Insurance Rate Map repository for the state of LA.

  10% Responds to Presidentially declared flood disasters in coordination with other State or Federal agencies. Participates in analysis of disasters by visiting affected communities and obtaining pertinent information and submitting appropriate reports to FEMA. Provide technical assistance pertaining to, but not limited to, substantial damage, repetitive loss, mitigation, etc. is given in these post disaster visits.

  5% Trains to respond to inquiries from Federal, State and other private organizations request, as part of their environmental review record for upcoming projects in LA, to identify possible adverse environmental effects or concerns. The organization is notified in writing concerning the flood zone determination as well as communicating the NFIP requirements.

  5% Trains to participate in FEMA public outreach programs which create public awareness for the new FEMA flood maps, which address the risk of flooding. This activity also involves educating the public about the National Flood Insurance Program regulations that mitigate the effects of flooding on new and improved structures.

  5% Trains to respond to inquiries from Federal, State, and local agencies, engineering firms, surveyors, realtors, lending institutions, insurance agents and general public in relation to general and technical information non the National Flood Insurance Program.

  5% Trains to plan, prepare, analyze and deliver information in presentations, handbooks, workshops, status reports, annual reports, newsletter and conference statewide. Assists in generating the quarterly newsletter (600 recipients). May be required to perform other duties as necessary including but not limited to, emergency disaster support activities.
