Minimum Qualifications:
Four years of experience reviewing and analyzing financial data
Experience with budgetary functions
Preferences
Experience using Ariba on Demand (AOD)
Experience using My Florida Marketplace (MFMP)
Experience with P-card transactions
Previous supervisory experience

Duties and Responsibilities:
Supervises, trains, and evaluates staff in the unit. Reallocates workflow as needed to meet procurement objectives. Ensures reporting requests are submitted timely to the Department leadership. Ensures property is recorded properly in the in Departmental budget trackers.
Analyzes accounting records to determine financial resources required to implement program and submits recommendations for budget allocations for Information Technology.
Reviews operating budgets periodically to analyze trends affecting budget needs.
Analyzes costs in relation to services performed during previous fiscal years to prepare comparative analyses of operating programs.
Recommends approval or disapproval of requests for funds for goods and services for Information Technology.
Reviews and performs detailed fiscal and technical analysis and makes recommendations on legislation, annual budget requests, amendments, and other budget issues for Bureau of Departmental Information Systems·
Advises staff on cost analysis and fiscal allocations.
Consults with management to ensure adjustments are made in accordance with program changes to facilitate long-term planning.
Familiar with statewide purchasing rules and laws and with the agency's purchasing policies and procedures.
Provides assistance to supervisors when new procedures are instituted to include evaluating work processes and their effectiveness and formulate problem-solving recommendations arising from this evaluation of the day-to-day operations.
Provides recommendations to the Division supervisors on how to improve their administrative processes relating to approving invoices.
Performs other related duties as required.
Knowledge/Skills/Abilities:
Knowledge of the methods of reviewing and analyzing financial data. Knowledge of basic mathematics. Knowledge of General Appropriations Act. Ability to develop and recommend budgetary revisions. Ability to review, analyze and evaluate financial data, Ability to understand and apply laws, rules, regulations, policies and procedures.
