This position is located at the Huntersville License Office*
Work in this class involves the administrative oversight and oversee the daily operations of driver license field offices throughout the state. In this role, the employee plans, sets priorities, goals, and strategizes in with the Regional Chief to administer the driver license examining program. This is to ensure the credentialing process performed by the examiners is in accordance with state and federal laws, accurate and delivered in a timely manner. Working with the Regional Chief and Assistant Director, this position also develops and implements policies, procedures, and legislative mandates. In this role, the employee must be proactive, identify issues and determine solutions for issues. Work with driver license supervisors to manage field resources to appropriately staff the field offices ensuring offices are staffed at no less than 50% at any given time. Consults with driver license supervisors to provide training, staff development and ensure field staff are mentored and coached to achieve goals and expectations set for them. Work is performed under the administrative oversight of the Regional Chief Examiner of Driver Services with review of work through conference calls, meetings, daily reports, Q-flow, appointment calendars, dashboards, and coaching sessions.
This position must provide leadership, develop, and set goals for the field staff. Working with the Regional Chief, this role is also responsible for planning and creating viable solutions to problems to ensure timely and accurate services provided by field staff to the citizens of North Carolina and goals are aligned with the Section, Division and the Department. The individual in this role is required to interpret and apply federal and state laws, Division policies and procedures, regulations, and guidelines. Plan and consult with their colleagues, Supervisors, and other section leaders. This position is often assigned projects by Assistant Director and Regional Chief. Traveling to the areas assigned to consult with supervisors is required daily to ensure daily operations of the offices and staff are aligned with federal and state laws, Division policies, procedures and guidelines.
This position is required to review, conduct research of current laws or admin rules to determine ensure the services provided in the field are in accordance with state and federal laws, Division policies, procedures and administrative code. The individual in this role may be asked to attend meetings on behalf of the Division or sections to provide insight regarding new initiatives and strategies as it relates the Driver License program.
Knowledge, Skills and Abilities / Competencies

Knowledge and experience with customer service principles and practices, including customer needs assessment, meeting quality standards for services, evaluation of customer satisfaction and resolving customer issues.
Minimum Education and Experience Requirements

Associates degree in Business Administration or related field and four years of facility/program management experience within a regulatory or law enforcement environment including at least three years in a supervisory capacity; or graduation from high school and six years facility/program management experience within a regulatory or law enforcement environment including at least three years in a supervisory capacity; or an equivalent combination of education and experience.

Must have a valid North Carolina Driver License with no suspensions or revocations within the past 10 years in any state for any motor vehicle related offense and no more than 3 active points. This position is considered “covered” under the REAL ID Act. Therefore, pursuant to 6 CFR, 37.45, the selected candidate will be required to undergo a background check which includes a name-based and fingerprint based criminal history record check. The candidate that is selected for the position will be given a conditional offer of employment that would allow him or her to begin work subject to the results of the background check. Prior to beginning employment, the selected candidate will be required to submit to a name-based and fingerprint-based criminal history record check. A cost will be associated with this process for new employees. No cost is associated with this process for existing DMV employees.
