  SUMMARY OF POSITION :

  The Program Director is responsible for leading the health system’s efforts to research, evaluate and advance progress toward workforce diversification, federal EEO compliance, inclusive work and patient care environments, and compliance driven health equity requirements through quantitative and qualitative metrics.

  Responsible for developing and implementing Executive Order 11246, Vets 4212, and disability 503 affirmative action programs for the health system entities, completing and analyzing outcomes from required federal reports (such as EEO1 and veteran forms), monitoring entity and departmental hiring to ensure compliance with diversity selection policies with the goal of creating a more diverse workforce, and complying with Joint Commission and Centers for Medicare and Medicaid (CMS) health equity data analytics requirements.

  Also responsible for developing and implementing data analytics for diverse patient councils, the health system Diversity Council, the diverse employee engagement team, the diverse patient experience team, the diverse education team, the health system’s health equity pillar team, and the clinical diversity vice chairs in developing and deploying strategies, initiatives and programs, based on the evaluation of diversity and inclusion metrics, to foster a more accessible and inclusive work and patient experience environment.

  The Senior Program Director will manage the completion of external diversity, health equity and patient experience/satisfaction surveys as benchmarking of the health system’s operations and provide an analysis of outcomes to identify key gap areas potentially affecting Penn State Health’s ability to remain competitive in attracting and retaining a talented diverse workforce and to meet its mission of being the most trusted health care provider in the state. The Senior Program Director will work with health system leaders and health system stakeholders, including human resources, to serve as subject matter expert in the identification of opportunities and challenges related to diversity, health equity, EEO compliance, and inclusion and determine appropriate benchmarking and metrics to achieve their diversity, health and inclusion goals.

  ESSENTIAL DUTIES:

  Perform in depth data analysis from multiple complex data sources to develop health system entity Executive Order 11246, Veteran 4212, and disability 503 affirmative action plans, including identifying and implementing strategies to advance affirmative action goals and overseeing completion of the affirmative action plan compensation requirements. Prepares reports in timely fashion to be certified by the federal government.

  Analyze patient demographic and social determinants of health data to comply with Joint Commission and CMS requirements to identify health equity key performance indicators stratified by diversity demographics.

  Provide projections, based on the analysis, interpretation and evaluation of relevant benchmark data and apply discretion to development of recommendations to ensure compliance with EEO and patient-related regulatory requirements.

  Partner with health system leaders, patient experience professionals, and HR professionals to ensure continuous learning in new areas of required compliance, including effective affirmative action, EEO, and health equity programs through educational offerings.

  Establish systems for collecting new data requirements and securing other needed resources to ensure the health system meets its EEO and patient regulatory compliance requirements.

  Interfaces with internal business units to manage requirements to complete affirmative action obligations and federal EEO reporting.

  Develops key internal partners and serves as an internal resource to other departments to provide affirmative action, health equity compliance, and diversity perspectives.

  Monitors entity and departmental hiring activity for all positions covered by Penn State Health policy HR09 (the “Rooney Rule”) and positions subject to annual affirmative action goals to ensure that effective and inclusive search processes are used; provides quarterly reports on outcome of monitoring activity with HR professionals, HR leadership, and entity leadership.

  Partners with HR compensation professionals to review minimum qualifications of positions to enhance recruitment of diverse individuals and to complete federally required compensation analysis.

  Processes, analyzes, interprets, and assesses impact of affirmative action outcomes on advancing a more diverse workforce and sharing information with internal stakeholders.

  Monitors compliance with all posting requirements for affirmative action plans, including job postings and posting of required posters and other aspects of affirmative action programming, and reports outcome to HR leadership.

  Supports diverse patient advisory councils in analyzing outcomes of identified annual initiatives and supporting reporting of the outcomes to the health system stakeholders.

  MINIMUM QUALIFICATION(S):

  Master’s degree in quantitative, statistical, industrial/organizational psychology or a business related subject.

  Minimum of six (6) years experience with significant responsibilities in the development and implementation of affirmative action and equal employment opportunity programs.

  Experience with collecting and analyzing data and reports from cloud based data platforms, with a preference for experience with the Infor system.

  Experience in a leadership role directly related to civil rights compliance, preferably in a health care setting.

  Experience working on complex analytical projects with diverse teams and developing data driven and outcome based initiatives to improve DEI decision making and operational efficiencies.

  Current working knowledge of laws an regulations governing EEO/AA programs.

  PREFERRED QUALIFICATION(S):

  PhD in statistics, industrial/organizational psychology or quantitative data analysis.

  Experience in healthcare industry.

  Proficiency in a language other than English.
