  Minimum Qualifications NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:You must have a bachelor's degree* or higher AND two years of professional experience in diversity and inclusion, equal opportunity, or human rights, which includes working with community service organizations concerned with diversity and inclusion, equal opportunity, civil rights, training, and upgrading the educational and job qualifications of protected class members or working in human resources or labor relations where your experience is directly related to diversity and inclusion.Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. Candidates are responsible for the evaluation fee.COMPETITIVE MINIMUM QUALIFICATIONS:52.6 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 16 or higher eligible for transfer and determined to be administrative by Civil Service.SUBSEQENT 55 B/C TRANSFER QUALIFICATIONS:A subsequent 55B/C appointment may be considered if you have one year of permanent, contingent-permanent, or 55B/C service in a position allocated to Grade 16 or higher and have a current Civil Service 55B/C approval letter.For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. 55 B/C QUALIFICATIONS:Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered.   Duties Description The Office of Diversity and Inclusion Management (ODIM) provides guidance and support to partner agencies on DEI programming, leads DEI strategic planning efforts, and coordinates recruitment and outreach efforts for the Department. To better meet jobseekers where they are and to educate the greater community on the many available job opportunities available in public service, the Department is establishing Centers for Careers in Government at 10 DOL Career Centers and this position will play an important role in ensuring the success of the career centers.The Diversity & Inclusion Specialist 1 will be responsible for participating in the design and implementation of diversity and inclusion and equal opportunity programs as well as conducting research in support of program development and equal opportunity activities. The Diversity and Inclusion Specialist 1 duties in the Office of Diversity and Inclusion Management will include but are not limited to the following:• Participating in meetings with state agencies, community groups, businesses, employee organizations, professional organizations, and others to explain, promote, and help facilitate diversity and inclusion.• Organizing and participating in outreach and recruitment activities; and publicizing employment opportunities to increase diversity in the State workforce.• Gathering, monitoring, and analyzing data related to employment actions (e.g., recruitment, hiring, promotion, retention, discipline, etc.) and agency initiatives; developing reports and appropriate action plans as needed.• Providing technical assistance to agencies to comply with reasonable accommodation laws of the State and federal government.• Organizing various events to promote and celebrate diversity and inclusion.• Developing and conducting training regarding diversity and inclusion and the creation and maintenance of a diverse and inclusive work environment.
