The Director, Regulatory Affairs – is part of the Tax Institute at H&R Block - H&R Block’s center of tax expertise support. This role will lead the team responsible for researching, analyzing, and translating federal, state, and local tax laws and regulations into requirements for our tax preparation software products, and ensuring compliance with the relevant tax rules and regulations. This role will also serve as the primary liaison with the state tax revenue agencies and related industry associations. This is a challenging and rewarding role requiring strong technical, managerial, and communication skills, and a deep understanding of the tax industry and its trends.
What you’ll do…
Strategic Planning & Direction
Collaborate with key business partners (e.g., IT, Product, Legal, Ops, etc.) to understand new tax changes, the business impacts and align with the business priorities and to negotiate prioritization of tax requirements into the product development plans. (Business partner and trusted advisor)
In partnership with VP and the TTI Leadership team, develop a strategy for strategic relationship management with tax authorities & regulators. Review and optimize processes for communicating and negotiating with tax authorities and regulators to obtain tax compliance certifications and approvals and to resolve issues or inquires.
Continuous learning and information sharing - Stay updated on the latest tax changes, trends and developments in the tax prep software industry and the regulatory environment for federal, state, and local levels. Collaborate across departments to share information with key stakeholders and partners. (Thought Leader)
People and Resource Management
Elevate talent and culture – Lead the teams that identify, document, and QA/test the major/significant tax law and regulatory changes across all products to ensure consistency, accuracy for clients and tax pros, providing operational, regulatory, and compliance support to the tax software development teams. Focus on growth and development and building a connected culture - (Connected leadership)
Strategic process improvement – assess current processes and develop a plan for strategic improvement – finding areas for automating or implementing innovative technologies, finding opportunities for cost reduction, and new opportunities for supporting business priorities.
Financial/budget management
Accountable for developing and managing an annual department operating plan and associated budgets which are moderate to significant in size and complexity.
Prepare and manage departmental budgets.
Review and approve staff requests for hardware / software upgrades, travel & expense reports, supplies and approve invoices for payment.
Operations/Project Management
Participate in the program planning process with management and external partners.
Monitor operational and/or project schedules to ensure that work is on track for prompt completion with high quality.
Inform leadership and executives within various business units of schedules and other pertinent operational details.

Strong working relationships in the tax ecosystem
What you'll bring to the team... :
Bachelor’s degree
A minimum of 8 - 10 years’ experience in tax
Tax Certification: CPA, JD or IRS Enrolled Agent
Effective written, presentation and persuasion skills. Ability to communicate with all levels of internal associates, business partners and external tax agencies.
Ability to work effectively in teams and lead a diverse work group – with remote workers.
Demonstrated ability to build and foster effective relationships and networks with others.
Ability to travel based on business needs.
Strong influencing skills and proven ability to understand and communicate complex tax regulations.
Strong planning, organization, and decision-making capabilities; must be able to prioritize and manage multiple tasks simultaneously, resolve conflicts and solve problems with minimum supervision.
Demonstrated decision-making, analytical, and problem-solving abilities.
