Position Overview
The Project Development Group (PDG) is responsible for helping to manage the risk associated with the pursuit of Kiewit’s largest, riskiest and most commercially complex alternative delivery and mega infrastructure projects. The primary objective of PDG is to manage risk by bringing consistency and continuity to Kiewit’s approach to pursuing these projects. PDG supports Kiewit’s infrastructure business across North America.
The Director will report to the SVP, Project Development, and support the implementation of PDG initiatives. The Director’s primary responsibility will be to fill the role of bid director on mega and alternative delivery water project pursuits. As bid director they shall have overall responsibility for the daily management and leadership of the pursuit. This includes involvement in all stages of the pursuit from origination, bid preparation, commercial close up until project delivery.
The role will primarily support the pursuit of water projects including but not limited to; wastewater treatment, water treatment, desalination, and other water related projects. Experience with water projects that include an operations and maintenance component will be preferred.
District Overview
Kiewit Development is the development, investment and asset management arm of Kiewit. Formed in 2009, Kiewit Development supports Kiewit’s design and construction activities with a dedicated team of project management, development, investment, finance and asset management professionals located across North America. We develop projects across North America in all markets and business segments in which Kiewit participates. We work closely with public and private clients to understand their needs and constraints and deliver comprehensive solutions that meet those needs. We support projects from start to finish with in-house expertise in areas including: market development, teaming, proposals, legal and commercial, financial and technical. In addition, we oversee the delivery of our assets during construction, commissioning and operations.
Location
The role is based out of San Diego location . The candidate should be adaptable to travel as required by business demands, including unrestricted travel between Canada and the United States .
Responsibilities
The Director will support the day-to-day operations and initiatives of the Project Development Group including, but not limited to:
Coordinating with Kiewit Departments and Districts to support PDG initiatives and project development activities;
Developing, maintaining and implementing PDG best practices; and
Training and development of PDG team members and other bid directors.
When acting as a bid director on a pursuit, the Director shall have overall responsibility for the management and leadership of the pursuit. The major responsibilities of the bid director on the pursuit shall include:
Pursuit Leadership and Communications
Lead and coordinate the pursuit team
Direct, coordinate, and approve all communications with the client
Participate in the development and lead the implementation of the pursuit strategy in coordination with the pursuit team
Present to the Executive Sponsor for key decisions and relevant corporate approvals and ensure an up-to-date version of risk assessment of the opportunity (the Project Development Risk Assessment) is provided to the Executive Sponsor prior to any executive reviews
Maintain consistent and ongoing communications with all working group leads (Commercial, Legal, Insurance, Proposal, Design, Estimate, etc.…)
Report to the PDG management team on pursuit progress, key commercial risks and the status of any outstanding issues
Commercial and Risk
Lead the commercial working group to ensure key project risks are identified, assessed, and managed appropriately.
Lead and coordinate the development of the Project Development Risk Assessment to assess key risk elements of the project and present to PDG management for review
Take lead responsibility for the commercial negotiations of the primary contract (e.g., Project Agreement, Comprehensive Agreement etc.) in coordination with the Legal Lead and the support of PDG management
Provide commercial input as required into other agreements such as subcontracts, teaming and JV or partnership agreements
Maintain comprehensive issues register of all outstanding commercial issues
Review and comment on the contract risk assessment as prepared by the Legal Lead
Develop and apply commercial and contractual frameworks in coordination with the Legal Lead and PDG management to ensure a consistent approach is taken on commercial issues across similar projects
Participate on the insurance working group to ensure coordination on key project risks
Ensure efficient coordination of communications between the commercial working group and other working groups
Ensure the final proposal reflects the commercial position agreed by the executive sponsor
Project Management and Administration
Ensure pursuit organization, roles and reporting structure and key deliverables are established at the start of the development phase to ensure all parties are clear of expectations and responsibilities (Established through the ‘Bid Management Plan’)
Develop and manage the budget, pursuit schedule and other project management documentation in coordination with the pursuit team
Organize and lead weekly update and coordination meetings with the pursuit team
Ensure the project deliverables for the RFQ and RFP are completed on time and provide final sign off prior to any proposal submittals
Ensure coordination with relevant head office departments (Tax, Accounting, Treasury, and Real Estate)
Document any lessons learned on project pursuits and update PDG best practices accordingly
Qualifications
Undergraduate degree in business, engineering or math, or a general arts /science degree combined with post-graduate degree in business, law or strong applied experience
Require at least 10+ yrs of experience with:
Leading and managing teams on large complex infrastructure pursuits
Preference for experience with water projects and projects with an operation and maintenance component
Commercial negotiations for complex construction contracts (preferably including experience with complex mega pursuits and alternative delivery models)
Reviewing and interpreting complex legal agreements
Assessing and managing commercial risk in construction contracts
Different procurement and pricing methodologies
Extended work hours and travel may be required with the ability to travel freely between Canada and the U.S.

Base Compensation: $225,000/yr - $250,000/yr
