Position Purpose: Directs the planning, development, acquisition, implementation and support of Supply Chain Technology Application Systems. This person is accountable for the coordination and support of Supply Chain applications across the organization, including hospitals, clinics, dental, pharmacy, and other areas. Supports, facilitates and directs the use of technology products in order to strategically leverage the organization's investment in Supply Chain applications. Partners and consults with Supply Chain leadership and staff across the organization as well as internal and external customers to develop and implement both long and short-term strategies in support of the mission and values of HealthPartners. This leader position contributes to the overall strategy and direction of Supply Chain best practices and strategic goals by directing, planning and managing business and technical projects across the organization facilities and across interdepartmental teams to reduce costs, improve efficiencies and promote service. . Designs, monitors and evaluates Supply Chain performance metrics and makes recommendations on process implementation and/or improvements. Facilitates and coordinates the functional use of the HealthPartners Supply Chain across the organization's facilities. This leader promotes teamwork to support customer driven integrated processes and technology. ACCOUNTABILITIES: Responsible for the supervision of staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward and review performance of employees. Ensures compliance to organizational and departmental policies and procedures. Consults and assists in developing Supply Chain strategic plans, ensuring the appropriate tactical plans for Supply Chain Services aligns with HealthPartners' goals and objectives. Develops, implements and monitors standards and metrics for Supply Chain performance. Directs the management, planning, and administration of Supply Chain Services applications. Develops policies for Supply Chain as related to the delivery and operations of applications; ensures compliance to IS&T and HealthPartners policies, standards, and procedures. Promotes a positive, productive and diverse work environment. Serves as the subject matter expert with deep expertise around supply chain customer focused processes, technology platforms and key performance indicators. Presents project recommendations to supply chain leadership, executive staff and steering committees Ensures the success of major projects by providing oversight, leadership, communication and plan development and implementation. Ensures compliance with financial and security standards Ensures continuity and availability of supply chain applications through application management and wellness as well as disaster recovery planning. Stays abreast of advances in Supply Chain Technology and Supply Chain Methodologies. Participates in departmental initiatives and councils. Performs additional duties as assigned. REQUIRED QUALIFICATIONS: Bachelor's Degree or equivalent 10+ years of Supply Chain experience with increasing responsibility General understanding of system development, architecture and underlying infrastructure Knowledge of regulatory requirements e.g. HIPAA, Joint Commission, Sarbanes Oxley, FDA requirements, etc Experience with application and lifecycle management Strong customer focus knowledge of supply chain processes and technology Demonstrated successful implementation of strategic large scale supply chain business projects Expertise in development methodologies, systems implementation, and operational efficiencies Excellent interpersonal skills with a strong consistent orientation to both internal and external customers Excellent problem solving skills to creatively resolve complex issues and set priorities. Demonstrated ability with development and monitoring of key performance indicators (KPI) Excellent analysis and probl m solving skills, able to assess problems as part of a larger system Excellent communication skills, both verbal and written, with technical and non-technical topics. Ability to communicate effectively with individuals at all levels of responsibility and authority Excellent organizational skills and ability to work independently Demonstrated team-building and team leadership capabilities PREFERRED QUALIFICATIONS: Master's Degree in Computer Information Systems, Management Information Systems, Business Administration or equivalent experience. Supply Chain leadership experience in a healthcare setting Operational experience in a healthcare setting.
