  The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO), is actively seeking a visionary and accomplished professional to fill the role of Director of IT Applications Development and Support (DOT Executive VI). The Director of IT Applications Development is a key leadership role responsible for overseeing the operations of software development and support services across MDOT. The position involves direct oversight of federated IT services, indirect governance of decentralized IT services, and responsibility for IT services provided to MDOT TSO. The Director is tasked with developing and implementing an MDOT IT master plan aligned with organizational goals and ensuring fulfillment of IT strategies emerging from the planning process.

  This position involves overseeing various offices, including the Enterprise Project Management Office (PMO), IT Enterprise Architecture Office (EA), Applications Office, Data Office, and Network Office. The position entails managing a substantial annual operating budget of $15 million and reporting relationships with subordinate supervisors.

  This position reports directly to the Chief Information Officer.

  Some of the essential duties of the Director of IT Applications Development and Support include, but are not limited to the following:

  Develops and oversees short- and long-term IT plans, collaborating with IT and business management.

  Leads large-scale enterprise-wide projects, integrating initiatives from definition to implementation across MDOT.

  Ensures stability of MDOT's IT resources.

  Aligns organizational design, evaluates current systems, and recommends more efficient solutions for MDOT IT operations.

  Promotes data access and resource sharing, applying advanced technology knowledge for business transformation.

  Partners with TSO and Modes for change management and executes strategies supporting business transformation initiatives.

  Designs and implements initiatives, ensuring benefits realization and facilitating timelines and financial scorecards.

  Supervises a team managing MDOT IT business functions, supporting project management and driving technology transformation.

  Qualifications

  PREFERRED QUALIFICATIONS:

  Education: A bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Business Administration, or a closely related field.

  Experience: Five (5) years of experience leading IT applications development and support, managing large-scale projects, and overseeing IT operations. Two (2) years of this experience should have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

  The ideal candidate will possess:

  Capacity to align IT applications development with overall business goals and objectives.

  Ability to lead and inspire a team of developers.

  In-depth knowledge of various programming languages, development frameworks, and technologies.

  Experience with Agile or other project management methodologies.

  Proven track record of implementing innovative solutions.

  Ability to adapt to changing technologies and industry trends.

  Knowledge of industry regulations and compliance standards.

  Experience with Agile or other project management methodologies.

  Note: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
