Director of Elder Affairs Directs all activities of the Office of ElderAffairs. Plans, coordinates, supervises, administers and promotes allphases of the municipal Elder Affairs office, including relatedinformational, promotional, and training activities. Work is performedwith considerable latitude for the exercise of independent initiativeand judgment in accordance with accepted professional practices andpolicies. Supervision is exercised, directly or through subordinatesover all office employees. Essential Functions Plans, assigns,coordinates, supervises and reviews all activities and personnel of theElder Affairs Office. Supervises a varied program of social and leisureservices and elder affairs activities. Maintains a continuingprofessional and technical review and analysis of the adequacy andeffectiveness or social and recreation programs. Plans, assigns, andsupervises a comprehensive community program for elderly persons gearedtowards meeting their social, cultural, emotional, educational,economic, housing, medical and recreational needs. Coordinates theplanning, design, and implementation of establishing a municipalcommunal senior center for utilization by elder residents City-wide.Coordinates with volunteer, neighborhood, special interest and othercivic groups interested in improving and promoting elder affairsactivities, facilities and opportunities. Interprets and promotes elderaffairs programs; talks to organized groups, television and radio,prepares publicity and promotional material and outreach into the eldercommunity. Administers the maintenance of office ledgers, preparesreports of office finances, and maintains primary responsibility for theexecution of the office budget. Submits funding proposals with state,federal and local agencies concerned with elder affairs activities.Performs related work as required. Knowledge, Skills, and AbilitiesKnowledge of the philosophy, objectives, principles, methods andtechniques of modern professional elder affairs administration.Experience working with community recreation and elder affair needs andproblems. Thorough understanding of the formulation and administrationof municipal office budgeting procedures. Ability to plan, organize, andsupervise a comprehensive, diversified program of social, recreationaland elder affairs activities. Must be able to promote the philosophy andobjectives of professional social, recreational and elder affairsprograms. Ability to establish and maintain effective workingrelationships with subordinates, municipal officials, representatives ofcivic and volunteer groups, federal, state and local agencies and thegeneral public. Ability to express oneself clearly and concisely, bothorally and in writing. Education and Experience Bachelor\'s degree inhumanities, psychology, or related field, Master\'s degree preferred.Five years of experience planning and coordinating services for seniorswhile working with the community and civic leaders.
