About Director of Clinical Services

  Overview

  The Unaccompanied Children Program provides transitional residential care and other supportive services to Unaccompanied Children (UC) who are under legal custody of the Federal Government. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in a Basic Shelter program located at our licensed residential facilities as well as a Transitional Foster Care program in foster homes in the Bronx, Brooklyn, Queens and Westchester. In all programs, we provide therapeutic, medical and educational services, as well as other supports that youth need to achieve success through an array of strength-based and targeted interventions as we link them with family members and/or other sponsors in the United States. We want all children we support to move forward with their lives and thrive. The Director of Clinical Services oversees the Clinical services of the UC program and ensures compliance with all ORR requirements.

  Annual Salary

  $98,000.00

  Responsibilities

  Oversee all clinical services provided within the program including individual/group supervision, mental health assessments, crisis intervention and discharge planning.

  Provide direct supervision and support to 5 Lead Clinicians through the different programs in Westchester, the Bronx, Queens, and Brooklyn.

  Travels to the different day programs to provide supervision and therapeutic support and ensure all clinical needs are being met consistently and across.

  Oversee proper completion and use of Individual Crisis Support Plans, Behavioral Plans, and Safety plans as needed.

  Ensure comprehensive assessments are conducted using standardized measures as per standards set forth by Office of Refugee Resettlement (ORR).

  Provide clinical insight and recommendations related to program operations to enhance policy and procedures utilized to optimize the programs delivery of services to children

  Plan and facilitate monthly staff development for clinical team and provide ongoing training on different and new modalities and therapeutic services.

  Provide clinical assessment and guidance to the clinical team on evidence interventions particularly for cases with mental health and/or psychiatric complexities.

  Work closely with the Director of Case Management to ensure a safe reunification process for all minors in care and ensure both Case Management and Clinical teams are working in tandem to thoroughly assess and vet children and sponsors.

  Tracking compliance and quality assurance of the clinical aspect of the program

  Submit monthly reports to ORR and conduct any needed requests or follow ups.

  Maintain regular communication with and coordination of services with other members of the multidisciplinary team and stakeholders (ORR, GDIT, LSP, Young Center).

  Attend weekly staffing with ORR and GDIT to be up to date with all cases and provide clinical support and guidance to the team as needed.

  Conduct outreach and connection to secure additional mental health resources in the community to strengthen and provide external services to the community when needed for specific cases.

  Work closely with the program psychiatrist to ensure proper referrals for evaluations and ongoing medication management as needed.

  Work closely with the Prevention of Sexual Abuse (PSA) coordinator to reinforce the Zero Tolerance Policy, ongoing psychoeducation and ensure a safe environment for all children in care.

  Ensure that Child Level Events are thorough and are submitted on a timely manner according to ORR standards. Maintain timely and ongoing communication with ORR DHUC for complex cases and clinical recommendations.

  Participate in treatment team meetings and other meetings pertaining to the needs of the children in care.

  Complete and oversee internal audits to ensure that the clinical records meet the requirements of standards set by OCFS and ORR. Prepares clinical department for external audits accordingly.

  Oversee and facilitate initial training and education to all new staff under the clinical team.

  Oversee assignment and management of cases.

  Maintain confidentiality of sensitive and protected information according to HIPAA standards.

  Integrate a collaborative approach with all different departments in the program to ensure clear communication, quality service provision and teamwork to meet the needs of the children in care.

  Demonstrate commitment to departmental and organizational goals.

  Assumption of other duties as assigned.

  Qualifications

  Master's degree or Ph.D. in psychology, sociology, or other relevant behavioral science degree in which direct clinical experience is a program requirement, plus 2+ years of postgraduate direct service delivery experience

  Must have strong supervisory experience and must be licensed to provide clinical services in NY

  Bi-lingual (English/Spanish) and cultural competence required.

  Experience working with traumatized/exploited children and children with challenging behaviors.

  TF-CBT knowledge and experience preferred.

  Excellent organizational/communication skills.

  Knowledge of Microsoft Office (Word, Excel) required.
