This position serves our partners at the Department of Corrections (DOC). The MNIT DOC team runs many unique applications that manage the information and security of the department, supporting 4,500 employees across 10 prisons and 50 field offices located throughout the state.
As the Director of Business Solutions and Innovation, you will be responsible for providing strategic leadership and management, leading the design, delivery, and support of business-driven technology solutions for the Department of Corrections (DOC) to meet the ongoing and changing needs of the DOC, their partners in local, state, Tribal, and federal criminal justice agencies as well as public users of information related to incarcerated persons. Reporting to the Minnesota Information Technology (MNIT) Services Chief Business Technology Officer (CBTO), this position has leadership responsibility for the DOC product delivery strategies including software, quality assurance, and project management/PMO functions. In this role, you’ll drive adoption of product delivery best practices while creating a culture of innovation, quality, and continuous improvement.
You will also be responsible for establishing IT goals, strategy and priorities, as well as adjusting direction to respond to the DOC programs and industry changes. In addition to overseeing these functional responsibilities, you’ll be an active member of the MNIT DOC leadership team, and advise on MNIT DOC-wide policies, procedures, and the work environment. Central to this role is achievement of the MNIT DOC and DOC key strategic efforts to deliver operational excellence and thought leadership for the DOC and for the public. This will foster a diverse and inclusive culture, and working effectively across departments in the organization with an emphasis on collaboration and consensus building.
This position is currently eligible for full-time telework:
Telework for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
Position requires a minimum of six (6) years of progressively more responsible professional experience in an IT role with responsibilities for the development and implementation of IT strategy and direction in a complex IT environment with diverse technologies, solutions architectures, application technologies, solution development, application/middleware/database architectures, project and program management, data management, and customer demands.
This experience must include three (3) years of supervisory or managerial experience. This experience must include oversight of staff (e.g. selection, orientation, training, coaching, performance management, etc.). Two (2) years of experience in a systems Architect classification or two (2) years of experience in an external IT architect role may substitute for two (2) years of the required supervisory experience
Experience must also include:
Financial management and budget planning.
Knowledge of vendor staff augmentation contracting management.
Knowledge of project, product, and portfolio management principles, concepts, and best practices.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
Preferred Qualifications
Ability to communicate verbally and in writing sufficient to communicate expectations to technical and managerial teams, communicate technical information to non-technical audiences, and effectively represent the agency to external customers or stakeholders.
Knowledge of and/or experience providing technology solutions and services in a Correctional environment.
Broad knowledge of current trends in information technology and technology solutions delivery and management to include life-cycle management. Experience with cloud technologies is preferred.
Ability and/or Experience of addressing substantial challenges and successfully driving significant change through collaboration and matrix management.
Ability to collaborate across functions for effective organizational management, maturity, and growth.
Ability and/or experience to lead an organization of 40 or more staff.
