This position serves our partners at Minnesota’s largest state agency, the Department of Human Services (DHS). The MNIT DHS team supports complex and varied technical needs, including systems that provide health care coverage, deliver child protection and welfare services, and provide support for Minnesotans with special needs including mental illness, chemical dependencies, and physical or developmental disabilities.
As a Digital Experience (DX) Product Designer, you will design human-computer interactions (visual and non-visual) for digital products in the DHS Integrated Service Delivery (ISD) product line. This position is part of an emerging shared service team for UX supporting MNIT and DHS’ larger digital transformation effort.
As a member of the Digital Experience Team, you will ensure processes are in place at the product level to benchmark and assess existing user interfaces, conduct usability testing, and integrate results of user research into new interaction designs. You will also contribute directly to build the DHS User Interface (UI) design standards, ensuring usability best practice, state brand guidelines, digital equity, and accessibility compliance are at the core of all we do.
Additionally, you will routinely engage a team of internal stakeholders to leverage personas, user research and testing, business architecture and security requirements to thoroughly vet designs for implementation. The position likewise ensures information architecture and data standards are supported in all created or procured assets (wireframes, prototypes, icons, navigation, site architecture, themes, templates, etc.) and are appropriately noted in styling documents and code/asset libraries.
*This position will require occasional travel (less than 25%) within the Twin Cities Metro Area and Greater Minnesota to meet with counties, tribes, etc. to conduct interviews and qualitative research.
This position is temporary and includes full state fringe benefits; the position is anticipated to last up to three (3) years.

Minimum Qualifications
Candidates must clearly demonstrate all of the following qualifications in their resume:
This position requires a minimum of three (3) years of experience in performing IT Digital Experience (DX) design functions.
Experience must include:
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A Master’s degree in Information Technology or a related field may substitute for three (3) years of experience, OR a related Bachelor’s degree may substitute for two (2) years, OR a related Associate’s may substitute for one (1) year.
Preferred Qualifications
A bachelor’s degree or equivalent experience in information technology, design, human factors engineering, or related field
Knowledge of and experience in the theory, principles, and best practices of user interface design
Knowledge of WCAG and Section 508 accessibility standards
Knowledge of ISO and PDF accessibility standards
Knowledge of component and product testing for accessibility using automated tools (open source, code validation scans, etc.) and manual testing with assistive technology users (screen readers, device simulations, etc.)Responsive design and UI conventions utilized in mobile, web, and desktop applications
Knowledge of and/or experience with the Software Development Lifecycle (SDLC)
Knowledge of IT development methodologies (agile, waterfall, etc.) and reference architecture
Knowledge of usability testing techniques in software development (e.g., focus groups, remote testing, card sorting, audio and video recording, click tracking, loggers, diary studies, etc.)
Experience analyzing, reporting, and visualizing test data to communicate research insights
Knowledge of inter-relationships of data and programs
Knowledge of software system security concepts and appropriate testing techniques
Experience with MS Office software, including Word, Excel, PowerPoint, SharePoint, Outlook, etc.
Proficiency with UX design software such as Adobe Creative Suite, including Adobe XD (Experience Design) and Figma
Knowledge of and/or experience with UX modeling software (e.g., Sketch, Axure, InVision, etc.)
Knowledge of programming languages such as HTML/HTML5, ARIA, CSS, SASS, Bootstrap, jQuery, Java, and SQL
Ability to work with a diverse team, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers
Ability to communicate effectively, clearly, and proficiently with individuals at all levels in the Departments
Skill in technical and report writing and public speaking with the ability to communicate technical details to non-technical audiences
Human relation skills sufficient to work with diverse stakeholders
Ability to organize and work independently, to define problems as they arise, and to recommend, implement, and/or discuss alternative solutions
