Residents enjoy a highquality of life and our Town employees have been instrumental in creating whatErie is today and continue to shape what it will be in the future.Under general supervision, the Development and Urban Renewal AccountingAnalyst will be responsible for managing financial data of an organizationthat is involved in public sector land use and development projects related tourban renewal. The incumbent will prepare financial statements, examine,and analyze a company's accounts, and ensure compliance with financialreporting and other standard accounting procedures.While the position reports to the Finance Director, the incumbent will workin partnership with the Economic Development, Planning, and Administrationdepartments, and Town Attorney's office, in gathering data andpresenting information.DUTIES AND RESPONSIBILITIESPrepares quarterly reports on the Town's existing Urban Renewal Plan Areas(URA), for the Economic Development and Finance Directors and annualreports to provide to the Town of Erie Urban Renewal Authority (TOEURA)Board of Commissioners.Works with Weld County and Boulder County property Assessors to ensure all newdevelopment is recognized on the property rolls.Works with the Town's Planning Department to ensure all building types ofpermits (for both public and private investment, including new verticalconstruction and horizontal public improvements) are sent to and received bythe County Assessors, for accurate calculation of tax increment in each URA.Ensures property tax increment received from Weld County and Boulder County iscorrectly calculated, and TOEURA receives the full TIF revenue disbursementeligible to be received.Manages TIF Reimbursement Agreements, and Public Finance/DevelopmentAgreements, to ensure consistent collection of property tax and sales taxincrement and disbursement of payments to development groups meeting TOEURAobligations.Ensures functional usage of Central Square software system for accounting andanalytical questions by the Finance and Economic Development departments.Works with the Economic Development Director and the TOEURA Board in thepreparation of the annual budgets, including preparing all budgetarydocuments.Responsible for all monthly, quarterly, and annual accounting activitiesto merge with the Town's quarterly and annual reporting activities.Monitors ongoing changes to state laws as they relate to the URAs, and anyother development type of activities.Assists with accounting and analytical functions focusing on land use anddevelopment issues to include, but not be limited to:reviewing and managing Intergovernmental Agreements (IGAs),working with Planning Department on special analysis related to buildingactivity,responsible for the management of all the Town's Letters of Credit andSurety types of obligations, and other assignments working with the Planningand Finance issues.Qualifications
MINIMUM QUALIFICATIONSBachelor's degree in accounting or a related area. At least 3 years'experience with accounting principles, practices, and grants managementprocedures is preferred.Experience in development or URA issues is highly valued.KNOWLEDGE, SKILLS & ABILITIES REQUIRED:Knowledge of:Generally Accepted Accounting Principles established by the GovernmentalAccounting Standards Board; Statutes, regulations, and policies relatedto fund accounting, Fair Labor tandards Act, municipal procurement, andlocal ordinances and policies; Payroll procedures and best practices;financial, procurement, and payroll systems; Public sector experiencewith economic development, commercial real estate, public financingprograms, aSkills in:Independent judgment, problem solving, complex accounting transactions,Excel and Word processing, business communication,...
