Position Summary: Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects, prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work, and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulation and standards. Duties and Responsibilities: Incumbents of this position will be assigned to the District Design Section and assist in the design and review of project elements such as Construction Plans, Contract Estimates, Special Provision, Environmental Documents, Right-of-Way Plans, and Traffic related Plans. They will also assist in preparing design and feasibility studies for highway improvements. Additional duties include but are not limited to: * Prepares project documents such as Construction Plans, Contract Estimates, Special Provisions, Environmental Documents, Right-of-Way Plans, Traffic related Plans, Functional Design Reports, Design Justification Workbooks, and Financial Award Documents. * Performs assignments with CADD equipment, calculators and computers, traffic analysis software, and checks computations made by others. * Collects and reviews documents and presents data to more senior design staff - such as existing site conditions and constraints, crash data and accident history, environmental and right of way impacts. * Prepares and/or reviews plans, specifications, and cost estimates for engineering projects, such as intersection upgrades, repaving projects, box culverts and single span bridges. Reviews private development projects on State Highway for conformance with MassDOT policy. * Prepares and/or reviews engineering or environmental reports and studies. * Determines feasibility of proposed construction through on-site Inspection, discussions and review of available data. Evaluates and determines the feasibility of designs thru cost analysis, adjacent land impacts, environmental impacts, site conditions, crash data and accident history. * Recommends alternate methods of construction and/or substitution of materials specified to resolve problems as they occur. * Prepares and presents material at Public Hearings/Meetings. Attends and provides design expertise at meetings such as design public hearings, conservation commission meetings, Road Safety Audits, and MEPA scoping sessions. * Prepares Draft Letters, Interoffice Memorandums, Engineering Reports, Field Logs, and other correspondence relative to the planning and design of highway related projects. * Performs Special Assignments beyond the normal scope of Highway Design assignments as directed by senior staff. In addition to the minimum entrance requirements for this position, it is desirable that applicants have a working knowledge of the principles of Highway Design and be proficient in Autodesk Civil 3D highway design software. This position is eligible for a five thousand dollar ($5,000) signing bonus (“Signing Bonus”) if you are newly hired to the Unit E collective bargaining unit at MassDOT. The Signing Bonus will be paid in two parts: 1) $3,000 (less applicable taxes) included in the employee’s first paycheck. 2) $2,000 (less applicable taxes) after the successful completion of the employee’s probationary period. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate’s degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor’s degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering, may be substituted for the required experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines such as construction, survey, design, transportation, hydraulics, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
