  Description

  ICF is growing and we seek a Deputy Line of Business Leader (VP), Global Health & International Development Programs.

  This strategic leadership role is within ICF’s award-winning Global Health business, which provides leading-edge Research and Evaluation, Surveillance, Survey, Technical and Management Capacity Building to Government clients including USAID and multilateral organizations such as Global Fund and UNICEF. Our projects focus on strengthening the capacity of governments in lower and middle-income countries to help improve the health status of their populations.

  Our 250+ Global Health solutions experts understand and bridge the linkages between health and other issues including food security and nutrition, biodiversity, climate change, water and sanitation, urban development, migration, human trafficking, infectious disease and global health security. Our Global Health team staff, based in Rockville Maryland, includes staff based at project sites worldwide. This role is US based with an anticipated 15% travel to ICF and Client offices both domestically and internationally.

  The Deputy will work closely with and support the Line of Business lead for this unit to advance ICF’s work in the Global Health space. The Deputy will provide strategic direction to critical program areas, develop and manage partnerships, and oversee operations of major programs. Leadership responsibilities include providing high level oversight to multiple projects and assisting in business development, strategic growth, and client management. The Deputy will supervise and support program leaders to ensure effective project implementation, including quality control and the meeting of contract deadlines and milestones.

  Responsibilities in Key Areas:

  Growth and Business Development:

  Develop and sustain strong relationships with our government clients, key partners, stakeholders, and donors.

  Participate and engage in key networks and consortiums to advance ICF’s goals and objectives and represent ICF at events and meetings with policymakers, donors, and partners.

  Support relevant Division/Line of Business strategic business development initiatives and guide team marketing efforts.

  Help drive lead generation and pipeline management activities for the Line of Business.

  Participate in business development activities including but not limited to preparation and review of technical and cost proposals.

  Advise and mentor staff on thought leadership in priority areas for the organization.

  Line of Business Management:

  Oversee projects in the Line of Business and make sure they are on track, within budget, and meeting quality standards.

  Work with Project Managers to plan, scope, staff, and communicate about the projects and make adjustments as needed.

  Support the project teams and address any issues or risks that may affect the staff, clients, or deliverables.

  Raise issues to the Line of Business and/or Division level, as appropriate, to ensure that recruiting, retention, operational, financial, or other challenges/risks are communicated and addressed.

  Participate in the Line of Business Monthly Business Reviews and review the sales, pipeline, revenue, profitability, and utilization.

  Serve as a contact for clients and communicate with clients regularly regarding project status, technical issues, deliverables, and follow-on work.

  People Management:

  Support organizational capability by developing business line staff capacity in client engagement

  Mentor senior Line of Business staff to ensure effective use of their time and to leverage their indirect time as effectively as possible to facilitate business and professional growth, aligned to strategy and succession planning.

  Participate in supervising, mentoring, and developing staff.

  Basic Qualifications:

  10+ years business leadership experience including prior experience leading organizations with 200+ FTE and successfully managing full project life cycles.

  8+ years of experience leading both global and bilateral global health/development projects for government agencies including USAID. Experience should include responsibility for technical and financial management, oversight of monitoring and evaluation systems, and contributions to business development and thought leadership.

  8+ years of experience successfully managing and reporting on all aspects of a project including effective and efficient management, tracking, and reporting of all work, travel support, deliverables, Monthly Status Reports, minutes, trip reports, standard operating procedures, and work breakdown structures.

  Bachelor's degree at a minimum, advanced degree preferred.

  Preferred Qualifications:

  Demonstrated experience working in a professional services/consulting firm.

  Demonstrated experience managing programs internationally.

  Demonstrated experience managing an organization with Profit & Loss responsibilities.

  Familiarity with Global Development training needs and requirements helpful, but not required.

  Advanced Degree Preferred.

  French language proficiency.

  Professional Skills:

  Strong business and financial acumen; ability to link operational and global health strategy to tactical account plans and activities, and qualified pipeline.

  Positive, pragmatic, and collaborative style, with an ability to motivate teams, generate enthusiasm, and be innovative in accomplishing goals in a large, complex, multi-cultural, and matrixed environment.

  Exceptional verbal, interpersonal, and written communication skills and strong analytical, problem-solving, and decision-making capabilities.

  Sound business ethics, including the protection of proprietary and confidential information.

  Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

  $164,731.00 - $280,042.00
