POSITION DESCRIPTION: Perform highly advanced transportation engineering duties for the District Maintenance Program. Administer, direct, and oversee the operation of district wide maintenance operational programs and functional areas as assigned by the District Maintenance Engineer (DME) which may include: Maintenance Operations; Maintenance Budget Preparation, Maintenance Permits; Fleet Operations; Maintenance Contracts; Asset Maintenance, Emergency Management, Industrial Safety, Transportation Statistics, Environmental Permit Compliance, Fixed Capital Outlay (FCO), Maintenance Management Systems (MMS), Roadway Characteristics Inventory (RCI) program, Maintenance Rating Program (MRP), Landscaping and District Field Functions. Motivate, train, coach, and guide subordinate employees to improve the quality and quantity of work performed while conducting work activities. Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff. Oversee, monitor, and interact with field maintenance offices, operations centers, and district maintenance staff. Sign and seal engineering documents as needed.
Ensure that assigned maintenance programs and functional areas are compliant with state and Department policies and procedures; environment laws and permits; and any other applicable federal and state laws and rules. Assist the DME as necessary to establish performance measures and quality indicators to ensure the success of the assigned programs. Coordinate, document, plan, strategize, and report on the programs consistent with the mission, vision, values, rules, policies, procedures, goals, and objectives of the Department. Monitor assigned program areas to ensure compliance with the State Maintenance Office Annual Quality Assurance Monitoring Plan. Investigate, review, comment, and prepare appropriate reports for all special projects assigned by the DME.
Develop and submit the Work Program Department, separate annual prioritized resurfacing, and concrete pavement rehabilitation recommendation lists. This includes participating as a field survey team member, obtaining input from the Operations Engineers reviewing and analyzing pavement conditions reports, prioritizing, and attending budgeting meetings. Coordinates District Maintenance's involvement with Work Program plans review process. Develops and prioritizes maintenance projects needs and submits for inclusion in the District Work Program. This included working with Maintenance, Work Program, Project Management and Construction personnel.
Meet with the general public, appropriate state and local government officials, and other interested parties regarding concerns with the operation and maintenance of the State Highway System. Coordinate solutions to these and other concerns with Department staff in Maintenance and other Department Program areas as necessary. Serve as the delegate for the DME in his or her absence. Attend meetings and functions as the representative of District Maintenance when necessary.
Prepare budget requests and monitor budget allocations. Review and approve purchasing activity for the maintenance program components as assigned by the DME. Direct and implement cost control programs as required.

SKILL IN: APPLYING MANAGEMENT AND LEADERSHIP PRACTICES; THE CONSTRUCTION, INSPECTION AND MAINTENANCE OF ROADS AND BRIDGES; INTERPRETING AND DISSEMINATING ENGINEERING-RELATED INFORMATION; THE OPERATION OF PERSONAL COMPUTERS INCLUDING WORD PROCESSING, SPREADSHEETS AND ELECTRONIC MAIL SOFTWARE. ABILITY TO: APPLY ENGINEERING QUANTITATIVE TECHNIQUES; ANALYZE AND INTERPRET ENGINEERING DATA; COMMUNICATE EFFECTIVELY ORALLY AND IN WRITING; ORAL AND WRITTEN COMMUNICATION, PUBLIC SPEAKING, PRESENTATIONS AND TRAINING; LEAD, MANAGE AND WORK WITH DIVERSE GROUPS OF PEOPLE; WORK WITH INTERNAL AND EXTERNAL CUSTOMERS IN A COURTEOUS AND TACTFUL MANNER; ABILITY TO SUPERVISE.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION:
Registered as a Professional Engineer pursuant to Chapter 471, F.S.
OTHER JOB RELATED REQUIREMENTS:
Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller’s rules, and Department of Transportation’s invoice processing and warrant distribution procedures.
