Incumbent serves as Deputy Director of Steuben County Emergency Management, responsible for assisting the Director with daily operations in development and administration of emergency response procedures applicable to the duration and aftermath of disasters, posing a public safety risk, that occur within Steuben County.

　　DUTIES:Performs duties of the Director in his/her absencePerforms administrative and technical work in developing, implementing and continually updating emergency response programs and procedures, including equipment use and allocation, emergency operations and communication centers, shelter and health care facilities,and notification procedures for emergency personnel and the public, and emergency relocation data.Works in conjunction with local government agencies and community organizations to develop and coordinate emergency management plans and capabilities. Works with American Red Cross and various non-profit organizations to ensure adequate facilities and resources are available to shelter, and care for citizens as need arises.Maintains and updates inventory of government and private personnel and material resources available for emergency situations, including identifying resource deficiencies and working with local officials to correct, and assisting in establishing cooperative agreements to provide needed services, personnel, and equipment.Assists the Director of Emergency Management in maintaining working relationships with community stakeholders. Aids in the review and helps in making recommendations to businesses, industries, hospitals, nursing homes, and retirement communities regarding preparation of their emergency plans, ensuring plans are within the acceptable framework of local and state plans.Works with and serves on the Steuben County Local Emergency Planning Committee (LEPC) maintaining capabilities in support of local government plans and ensuring all facilities are reporting use of hazardous materials. Assists as a liaison with Indiana Department of Environmental Management (IDEM) regarding Hazardous Materials Incidents and assists with development and administration of local Hazardous Materials Plan and resources. Responds tohazardous material incidents on a 24-hour basis.Helps serve as liaison with other municipalities, county, state, Federal, private sector partners, and other non-governmental emergency management organizations; maintains a workingrelationship with county fire departments.Attends and participates on required boards and committees, including but not limited to School Safety Coalition meetings, LEPC, County Chiefs and Officers, District 3 EMA Coalition. Attends and participates in assigned federal, State and local meetings and training, as determined by the Director.Works with Director or Emergency Management to fulfill all Indiana Department Homeland Security (IDHS) county assessments and training requirements and works closely with the IDHS District Liaison, makes updates to the countys status and requests resources as needed on WebEOC. Performs monthly WebEOC and radio checks with the State of Indiana.Assists the Director of Emergency Management with input in preparing the local EMA budget, review of the LEPC Budget, and may assist with management of state and Federal grants as needed. Works closely with the Director, Emergency Management Advisory Council, Steuben County Commissioners, and Steuben County Council on matters pertaining to personnel, policies, administration, and budgets.Assists in the supervision and monitoring the actions of volunteers such as CERT, Mounted Search and Rescue, RACES. Assists with directing and supervising Volunteer and Emergency Operations Center Staff. Assists with coordination of needed training(s), emergency preparedness/awareness drills, and training programs for volunteers.Helps promote awareness of and interest in department programs among professional, community and school groups, target population , and news media through public speaking engagements. Helps disseminate information to local, state, federal, private sector, and community. Responds to inquiries from the media and public on activities related to emergency management and homeland security.Helps analyze current trends and operations for adequacy of service. Recommends department improvements to facilities, equipment, and operating systems.Responds to, manages, and coordinates emergency operations on a 24-hour basis, including hazardous materials, natural, human-caused, technical, and pandemic incidents.Serves on call 24 hours a day, 7 days a week (as needed).Performs other related duties as assigned.

　　DIFFICULTY OF WORK:The Deputy Director performs duties which are guided by specific and well-defined federal and State legal requirements, and County goals and objectives. Incumbent assists with coordination of personnel and services requires analysis of many variables. Emergency planning requires consideration of unusual or extraordinary situations and geographic conditions unique to the area.

　　RESPONSIBILITY:Deputy Director contributes to the Departmental mission by applying rules, regulations, and guidelines to numerous cases and situations that have a significant bearing on the community.Incumbent works within general parameters and guidelines, with work reviewed for soundness of judgment, attainment of objectives, and compliance with instructions and guidelines.

　　PERSONAL WORK RELATIONSHIPS:Incumbent maintains frequent communication with co-workers, other County departments, volunteers, other local, state and federal emergency service personnel, government and law enforcement personnel, and members of the public during emergency situations, and for purposes of assisting with training and coordinating personnel, educating the public and devising and updating emergency procedure plans.Incumbent reports directly to the Emergency Management Director.

　　PHYSICAL EFFORT AND WORK ENVIRONMENT:Deputy Director performs duties in a standard office environment and in the field, involving exposure to inclement weather and health risks associated with various emergencies and natural disasters, such as working in wet/icy surroundings, walking on uneven terrain, lifting/carrying objects weighing more than 50 pounds, working near fumes, odors, dust and dirt, in confined spaces, and a noisy environment and must wear protective clothing or equipment asrequired. Regular duties involve, sitting/walking at will, sitting/standing/walking for long periods, lifting/carrying objects weighing less than 25 pounds, bending, reaching, pushing/pulling, keyboarding, close/far vision, depth/color perception, crouching/kneeling, speaking clearly, hearing sounds/communication, and handling/grasping/fingering objections. Incumbent Serves on 24-hour call and responds swiftly, rationally, and decisively to emergency situations such as hazardous material incidents, bomb threats, severe weather alerts, and other natural or man-made emergencies. These situations shall exclude Fire, Police and EMS runs, unless the situation poses a substantial general public safety risk. Incumbent occasionally works extended, weekend, and/or evening hours and occasionally travels out of town, sometimes overnight.Incumbent may be required to respond to situations involving potential harm to self and others and may be exposed to irate/difficult individuals.Deputy Director regularly responds to emergencies on a 24-hour basis (as needed).
