Department of Energy Resources Job Description: Decarbonization Grants Program Officer - Program Manager V Description The Department of Energy Resources’ (DOER) mission is to create a clean, affordable, equitable and resilient energy future for all residents, including low-income and Environmental Justice populations, businesses, communities, and institutions in the Commonwealth. To reduce greenhouse gas emissions as required by the Massachusetts Green Communities Act, DOER’s Energy Efficiency Division is implementing various decarbonization and electrification programs for buildings using federal funding, state funding, and ratepayer funds. The Decarbonization Grants Program Officer (“Program Officer") will manage and support development and implementation of building decarbonization and electrification programs. Responsibilities in these areas include but are not limited to the following: Drive implementation of building decarbonization and electrification programs · Manage, draft and develop procurements and contracts to implement programs · Oversee procurement, contracting, and grant/contract administration including reporting to ensure alignment with funding requirements, statewide procurement rules/procedures, and DOER policy/programmatic goals · Coordinate with DOER fiscal and legal staff to ensure that procurements and contracts are consistent with statewide procurement rules/procedures · Manage and oversee tracking and reporting on budget, expenditures, and other required outcomes and performance metrics related to program implementation Lead and manage applications for federal funding for decarbonization and electrification programs · Serve as a subject matter expert on federal funding for decarbonization and electrification · Provide guidance on application, receipt, and reporting with respect to federal funds, and developing appropriate processes where necessary · Coordinate with DOER fiscal, legal and program staff to manage and track funding applications, receipt of funding, and implementation of federal and/or state funding · Coordinate required reporting responsibilities associated with the receipt of federal funds with program staff, legal and fiscal division Guide development of building decarbonization and electrification programs · Ensure alignment of programs with 1) state energy policy goals, including decarbonization through energy efficiency and electrification 2) funding requirements and guidance and 3) applicable state and federal equity goals Manage staff to ensure successful programs · Manage staff to ensure that procurement and contracting aligns with funding requirements and statewide procurement procedures · Manage staff to ensure that grant/contract administration including reporting aligns with funding requirements · Promote and support a strong and collaborative team culture through effective communication Qualifications First consideration will be given to those applicants that apply within the first 14 days. QUALIFICATIONS REQUIRED AT HIRE · Ability to drive building decarbonization and electrification program implementation, including procurement, contracting and reporting, to ensure alignment with requirements and policies · Ability to understand and apply policy goals/objectives and funding requirements to program design, development and implementation · Ability to understand and apply the laws, rules, regulations, policies, and procedures governing state procurement in order to best accomplish program goals and objectives · Strong attention to detail, including in drafting project scopes, procurement, and contracts · Ability to recognize similarities and differences in strategies, programs, processes or approaches and ensure consistency as appropriate · Ability to problem-solve and craft solutions that satisfy multiple goals or objectives · Ability to manage various projects simultaneously · Ability to identify, develop, and implement process/workflow efficiencies · Ability to communicate effectively in orally and in writing, including the ability to express thoughts clearly and concisely, and to develop ideas in logical sequence · Ability to identify issues and communicate them in an appropriate and timely manner · Strong organization skills · Ability to manage and work with diverse groups of stakeholders and colleagues · Ability to exercise discretion in handling sensitive or confidential information. PREFERRED QUALIFICATIONS · Experience with procurement, including knowledge and understanding of Commonwealth procurement procedures and policies · Experience with developing and drafting procurements (eg, RFPs) and contracts · Experience with program implementation and program design/development, particularly with regard to building decarbonization programs · Experience with strategic planning · Experience with managing staff and collaborative work. · Experience with applications for and receipt of grant funds, including federal funds · Basic understanding of federal, state, or other funding related to building decarbonization, energy efficiency, and electrification · Experience with, and knowledge and understanding of, Mass Save or other building decarbonization, electrification or energy efficiency programs · Experience with building decarbonization through energy efficiency and electrification · Basic understanding of decarbonization, electrification, and energy efficiency technologies employed in buildings · Experience with strategies or approaches to ensure equitable access to programs · Law degree MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required experience. IV.
