Responsibilities Provides support to the Chief Financial Officer (CFO) in budgeting, forecasting, statistical modeling and financial analysis. Assists the CFO as a key facilitator and relationship manager to the Installation CFO Community and MCCS leadership, to understand business requirements and align financial analyses with strategic objectives. Serves as an expert, coordinating the flow of information from and to the CFO and Director, Manpower and Reserve Affairs (M&RA) Business and Support Services (MR), regarding installation or regional combined alignment efforts for developing, coordinating, integrating and implementing financial management and revenue systems and processes into effective and efficient financial operations in full compliance with Department of Defense (DoD), Department of Navy (DoN), and Office of the Secretary of Defense (OSD) policies, plans and programs. Conducts briefings to inform and advise MCCS leadership of emerging financial issues and current efforts of critical issues or anticipated problems. Advises on critical issues resulting from conferences or committee meetings and recommends follow up actions. Responsible for communicating complex financial concepts and findings to stakeholders at all levels, both orally and in written reports. Coordinates the preparation of information/briefings/presentations for use by MR Deputy Directors and other senior management officials. Prepares briefings, reports, or other necessary documentation to update leadership on MCCS financial operations. Prepares written responses to external inquiries on MCCS operations. This may include Congressional inquiries and taskings. Supervises employees. May be required to lead teams of subject matter experts developing organizational initiatives. Provides guidance/advice on corporate goals and strategies. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours. May travel to complete work assignments. Applies advanced statistical techniques and models such as regression and time series analysis to analyze financial data, identify patterns, and derive meaningful insights. Conducts sensitivity analysis, scenario planning, and risk assessment to support strategic decision-making. Collaborates with marketing and business operations directorates to develop pricing strategies and optimize promotional activities. Uses statistical models to determine the optimal pricing points, assess the impact of discounts and promotions, and evaluate the effectiveness of marketing campaigns. Presents statistical findings in a clear and concise manner to both financial and non- financial stakeholders. Collects, validates, and analyzes financial data, ensuring data integrity and accuracy. Identifies key financial and operational business indicators and develops meaningful reports and white papers to facilitate decision-making. Works with large datasets, cleans and preprocess data, identifies relevant variables, and conducts exploratory data analysis to gain insights for model development. Provides actionable insights and recommendations to optimize financial performance and mitigate risks Designs and builds complex financial models to evaluate business opportunities, investment decisions, and pricing strategies that support the business operations and marketing directorates. Utilizes models to review, prioritize and recommend courses of action on financial issues impacting planning, implementation, and evaluation of the Marine Corps-wide initiatives, as assigned. Proposes actions for impact on both short- and long-term directorate strategies and objectives. Incorporates best modeling practices from diverse industries, staying updated with the latest methodologies and tools to collaborate with cross-functional teams, assisting in the business planning, performance measurement and valuation of programs, projects and activities. Assists the Financial Analysis and Reporting (FAR) team to develop and manage budgeting processes, including the preparation of detailed annual budgets. Assists the FAR team with monitoring budget performance, identify areas of improvement, and provides recommendations for cost optimization. Reviews costs, savings, and revenue estimates prepared by other organizational elements within the Marine Corps, and incorporates them into overall assessments and recommendations provided to the CFO, Director (MR) and MCCS Leadership. Analyzes historical financial data, market trends, and business drivers to support accurate budgeting and forecasting. Creates forecasting models that evaluate the organizations financial position against potential economic factors, DoD and Marine Corps policy changes, Congressional policy/legislative changes, and shifts in Appropriated funding. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Bachelor's Degree in a similar field such as statistics, economics, mathematics, data science, or financial management AND ten years of executive financial experience OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above, OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills and abilities equivalent to that gained in the above. Masters of Statistics is highly preferred. Strong understanding of statistical concepts and methodologies is crucial. Proficiency in statistical techniques such as regression analysis, time series analysis, hypothesis testing, experimental design, and multivariate analysis is required. Proficiency in programming languages commonly used for statistical modeling is essential. This may include languages such as R, Python, STATA or SAS. Knowledge of data manipulation, visualization, and modeling packages/libraries. Knowledge of finance and accounting standards and theories, principles and practices in order to complete difficult assignments relative to planning, developing and implementing strategies throughout MCCS. Demonstrated ability to interpret finance and accounting management regulations, statutory requirements and other governing guidance. The ability to think critically, propose creative solutions, and adapt modeling approaches to different scenarios is highly valued. Exhibits knowledge of the MCCS mission, functions, and programs to provide expert advice and guidance on finance and accounting strategies and the impact to initiatives of legislation, policies, regulations, procedures, processes, systems and business partners have on the implementation and relationship to Marine Corps, DoD activities and private industry.
