Overview
GovCIO is seeking a qualified Cyber Security Engineer who must be well-versed in security operations, cyber security tools, intrusion detection, and secured networks. These skills will be used to engage in the Authority to Operate (ATO) processes and responsibilities surrounding the assurance of security and adherence to regulatory requirements established by the VA. They will serve as an expert in areas of compliance, risk management, and incident response. The candidate will work with team members to ensure systems adhere the necessary security requirements and retain operation status
Experience and Skills:
Perform comprehensive security assessment on all VA systems, applications and network devices for vulnerabilities.
Reviewing and analyzing log files to report any unusual or suspect activities
Utilize incident response use-case workflows to follow established and repeatable processes for triaging and escalating
Verify compliance of VA systems, applications and network devices meet security standards and compliance requirements with but not limited to NIST, ISO, HIPPA FIPS, VA 6500, and RMF
Establish and uphold incident response protocol
Execute measures to resolve incident responses and alleviate security incidents immediately.
Reporting incidents and providing detailed information for use in after action reports
Analyzing and correlating incident event data to develop preliminary root cause and corresponding remediation strategy
Providing technical support for new detection capabilities, recommendations to improve upon existing tools/capabilities to protect the VA network, and assessments
Manage and assess security patch maintenance with infrastructure team to ensure all systems and software rectify identified vulnerabilities
Test and validate procedures on security measures
Security training to any and all team members to ensure understanding of best security practices
Provide audit support for ATO evaluations
Involvement in development of safe system design within domain architecture
Mandatory Qualifications
Education / Experience: Bachelors degree in computer science, electronics engineering or other engineering or technical discipline, 5-8 years of experience or 8 additional years of relevant experience may be substituted for education
Background Investigation: Must be able to pass and maintain a Government Background Investigation
Responsibilities
Correlates threat data from various sources to establish the identity and modus operandi of hackers active in client's networks and posing a potential threat. Provides the customer with assessments and reports facilitating situational awareness and understanding of current cyber threats and adversaries. Develops cyber threat profiles based on geographic region, country, group, or individual actors. Produces cyber threat assessments based on entity threat analysis. May provide computer forensic and intrusion support to high technology investigations in the form of computer evidence seizure, computer forensic analysis, data recovery, and network assessments. Researches and maintains proficiency in tools, techniques, countermeasures, and trends in computer network vulnerabilities, data hiding and network security and encryption.
Collaborates with intrusion analysts to identify, report on, and coordinate remediation of cyber threats to the client.
Provides timely and actionable sanitized intelligence to cyber incident response professionals.
Leverages technical knowledge of computer systems and networks with cyber threat information to assess the client's security posture.
Conducts intelligence analysis to assess intrusion signatures, tactics, techniques and procedures associated with preparation for and execution of cyber attacks.
Researches hackers, hacker techniques, vulnerabilities, exploits, and provides detailed briefings and intelligence reports to leadership.

Posted Pay Range
The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at-will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

USD $81,850.00 - USD $130,950.00 /Yr.
