　　Under general supervision, the incumbent is responsible for the coordination and administration of the Cross Connection Control Program to assure compliance with City code and State regulations. Inspects residential, commercial and industrial facilities for compliance with ordinances and related regulations pertaining to backflow prevention, cross connection and water pollution.

　　ESSENTIAL FUNCTIONS

　　Organizes and plans field inspections and surveys related to backflow prevention, cross connections, and water pollution. Inspects piping in commercial and industrial buildings, hospitals, multi-family residential units and restaurants for compliance with ordinances and regulations pertaining to backflow prevention, cross connection and water pollution matters.

　　Coordinates inspections with and provides information, documentation, and annual reporting as requested, to the Colorado Department Health and Environment (CDPHE).

　　Maintain water quality, distribution, cross-connection surveys, emergency threat and environmental contamination response, complaint investigation, leak investigation, water quality surveys. Assist with enforcing the daily execution of field operations and administration of compliance water quality monitoring and compliance violation responses.

　　Perform physical inspection of distribution system, pump stations, water meter pits, water treatment facilities including filters, backwash systems, chemical feeders, and pumps.

　　Coordinates with a third party database consultant to ensure the database is being managed correctly. Reviews results of periodic backflow prevention device tests and method inspections to ensure proper testing and inspections by Certified Backflow Testers. Gathers, reviews, analyzes, and inputs test survey, test and inspection result data into the database for tracking of installations and all backflow prevention assemblies and methods installed to protect the public water system.

　　Advises contractors, property owners, landlords, and facility supervisors of backflow installation and testing requirements; completes survey reports for filing; writes non-conformance violations. Advises property owners, plant managers, and maintenance engineers of corrections for compliance with appropriate ordinances. Conducts on-site follow-up with commercial/industrial properties.

　　Performs all duties in conformance to appropriate safety and security standards. Trains and instructs lower-level employees. Maintains a variety of records relating to inventory, maintenance, construction, and inspections. Prepares progress reports as required. Prepares requests for new equipment, materials, and supplies. Reviews construction plans for backflow prevention conformance.

　　Coordinates mailings/reminders with customers regarding testing or inspections as required.

　　Coordinates annual backflow prevention surveys. Reads literature and attends classes to remain current on new cross connection control methods and procedures. Maintains records of all assigned activities; prepares daily, monthly, and yearly program activity reports.

　　Responds to and resolves a variety of customer service calls related to utility backflow issues. Ensures that problems are corrected in a timely and effective manner. The incumbent meets and confers with customers to explain plans, programs, functions, policies, and procedures.

　　Works in partnership with other employees, departments/divisions, agencies, and the public to deliver effective integrated programs and services. Responds to requests for information and advises city departments on assigned programs. Maintains liaison with other departments. Provides verbal and written information to departments.

　　Use knowledge of Colorado Primary Drinking Water Regulation 11, Regulations 84, 86, 65, 100 and International Plumbing Code, ABPA/ASSE testing procedures/principles to protect water quality and distribution system

　　Maintains the accuracy of the backflow program materials posted on the City of Thornton Intranet/Internet.

　　May serve on-call as required.

　　May be required to work overtime.

　　Performs other duties as assigned.

　　QUALIFICATIONS

　　Education/Experience:

　　High school graduation or GED equivalent. Five years of progressively responsible experience in utility maintenance, construction, and inspection, including experience in cross-connection inspections. Previous experience in maintaining, coordinating, and administering a cross-connection program is preferred. Equivalent combinations of education and experience may be considered.

　　Licensing/Certification Requirements:

　　Must be at least 21 years of age.

　　Cross Connection Control Tester Certification and Cross Connection Control Specialist Certification within 6 months of employment.

　　Level III Water Distribution certification within 3 years of employment.

　　Valid Colorado driver’s license with a safe driving record.

　　Knowledge, Skills and Abilities:

　　Knowledge of water distribution systems, hydraulics, and plumbing systems.

　　Knowledge of applicable State and local laws, rules building codes, ordinances, and related regulations governing backflow prevention, cross connections, and water pollution including Title 17 of the safe Drinking Water Act, and uniform plumbing codes.

　　Knowledge of plumbing techniques, practices and materials.

　　Knowledge of industrial type water systems and sources of contamination and pollution.

　　Knowledge of the policies, procedures and goals of the city of Thornton and the department.

　　Knowledge of the organization, purpose, current issues, projects, and employee responsibilities of the department.

　　Knowledge of safety procedures and regulations for; confined space.

　　Skill in understanding and responding to customer needs.

　　Skill in analyzing and solving technical problems pertaining to utility systems, cross connection, and backflow devices.

　　Skill in conducting cross connection and backflow site inspections.

　　Skill in the operation of a computer and related software programs.

　　Skill in operating all assigned equipment, machinery, tools or equipment in a safe and appropriate manner.

　　Ability to perform a range of water system backflow inspection activities with minimal supervision.

　　Ability to handle confidential information.

　　Ability to read, understand, and apply technical manuals, complex analytical methods, and research reports.

　　Ability to understand and follow written and oral instructions and procedures.

　　Ability to read, comprehend and consistently follow safe work procedures.

　　Ability to listen well and communicate effectively orally and in writing with various audiences.

　　Ability to establish and maintain effective working relationships with city employees and the general public.

　　Ability to use standard office equipment, personal computer and job-related computer applications including electronic mail.

　　Ability to conduct a variety of backflow tests.

　　Ability to recognize potential backflow problems.

　　Ability to organize and maintain accurate and complete records.

　　Ability to properly read plumbing plans.

　　Ability to deal firmly and tactfully with contractors, property owners, and management companies to resolve issues.

　　Ability to effectively coordinate the operational aspects of the Cross Connection Control Program with other city departments and the Colorado Department of Public Health and Environment.

　　Ability to communicate clearly in English, verbally and in writing.

　　Ability to use a personal computer and a variety of database and other software to accurately maintain records and files.

　　Ability to work from broad direction with limited supervision.

　　Ability to read and interpret engineering drawings, blueprints, and specifications.

　　Physical and Mental Requirements:

　　While performing the essential duties of this job the employee is required to climb, balance, stoop, kneel, crouch, crawl, reach, stand, walk, push, pull, lift, finger, grasp, feel, talk, hear and make repetitive motions. This position is mostly medium work; exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The employee is required to have visual acuity to operate motor vehicles and/or heavy equipment. The employee is subject to the following: both inside and outside conditions, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions that affect the respiratory system of the skin, frequent close quarters, narrow aisles or passageways.
