  This work unit exists to provide services from the Colorado Division of Parks and Wildlife to the citizens and visitors of the state. The Northwest Region exists to implement CPW work plans focused on achieving CPW’s mission, the Commission’s Long Range Plan goals and objectives, and other activities related to CPW’s mission. The Habitat Partnership Program (HPP) is a statutorily authorized program charged with reducing and/or resolving big game and agricultural conflicts,assisting CPW in meeting game management objectives, assisting with conservation efforts on private land, and enhancing migratory corridors. It is a statewide program but is supervised out of the Northwest Region.

  Description of Job

  This position exists to provide administrative services to 6-7 local Habitat Partnership Program (HPP) committees in order to fulfill the program’s statutory mission. Specific duties include, but are not limited to:

  Committee Duties

  Manages and directs 6-7 local HPP committees across the state. This includes all CORE transactions, OneCard allocations, and HPP Tracker database. These duties include the processing and entry of an average of 100-125 purchase orders from start to finish in CORE, program-wide. Duties also include the completion of all OneCard transaction allocations in USBank and SARA for each of the individual committees they serve. In addition, these duties include the processing of an average of 300-350 payment vouchers in the HPP ‘Tracker’ database, program-wide.

  HPP committees are independent organization units and, as such, are accountable for their activities. Oversees each of its committees’ operations and serves as the primary liaison between CPW and local HPP committees. Manages all committee and project application requests. Compiles and presents applications, correspondence, budget reports, expenses, and operating plans, and distributes information as needed to committee members. Participates in committee discussions and provides administrative perspective and requirements for the committee to consider regarding projects, procedures, and processes. Maintains and ensures the accuracy of current email and/or regular mailing lists of committee members, past project applicants, partners, and other stakeholders. Works with local committees to fill representative vacancies and get new member information to the Commission. Develops various informational items, including new member packets, draft comment letters, and support letters. Draft and revise each committee’s Distribution Management Plans. Tracks and verifies committee inventory of tire tanks, fencing materials, and other items, including inventory reconciliation and purchasing. Develop needed forms and processes to handle the flow of materials from applicants to the committee for review and decision-making. Adjusts forms and processes as needed to accommodate changing needs and situations. Interprets guidance from higher authorities and applies to committee activities and processes. Ensures compliance with ever-changing processes, requirements, guidelines, and policies and has the decision space to adjust committee operations to implement the new guidance and direction.

  Meeting Duties

  Arranges and attends committee meetings and locations. Prepares and posts public meeting agendas. Reserves appropriate meeting locations and arranges for meeting meals, as needed. Organizes any needed amenities such as tables, chairs, AV items, internet access and other equipment. Helps coordinate and conduct committee meetings to carry out meeting agenda and action items. Records clear and concise meeting minutes and prepares final version for distribution to committee members, other stakeholders and to CPW. Disseminates meeting notices and meeting minutes. Maintains committee meeting information, notices, and minutes on CPW website. Ensures Colorado Open Meeting laws are adhered to. Updates committee on current and/or past projects, budget status, and CPW/HPP business. Collects and distributes informational materials and project applications from applicants. Manages OneCard expenses for meeting meals and overnight stays.

  Project Duties and Financial Transactions

  Records committee approvals, requirements and commitments for all projects. Accurately enters approved project details including scope of work, GIS, cooperator funding, and results into HPP ‘Tracker’ database. Maintains files of all project documents (e.g., applications, exhibits, evaluations, photos, invoices, payment receipts, purchase orders, etc.). Processes all HPP paperwork including exhibit A’s, purchase orders, bids, and payment vouchers; and completes CORE entries. Works with vendors to obtain required documents such as, W9’s, insurance documents, project quotes, invoices, etc. Identifies and resolves problems with submittals to ensure compliance with fiscal and purchasing rules. Confirms project cooperator’s contributions and accomplishments. Project monitoring via follow-up evaluations, photos, site visits, etc.

  Tracks an average of 100+ projects per year, program-wide. Distributes project evaluations and records them in Tracker. May conduct field inspections and take pre/post-project photos and other on-site project documentation. Reconciles committee budget sheets. Develops, prepares and tracks Forest Service and BLM task order projects, invoicing, and payments and initiates payment when needed. Serves as primary contact for Forest Service and BLM projects and resolves issues as needed to ensure projects are satisfactorily completed, invoiced, and paid.

  Oversees 6-7 local HPP committees across the state and serves as the primary liaison between CPW and the committees and applicants. It is responsible for initiating the purchase order process and carrying out all associated functions from start to finish. Ensures the accurate completion and processing of all documents for CORE. Is proficient in CORE and establishes, administers, and monitors the accounting processes through the use of accurate coding, compliance with fiscal procedures, assuring delivery of goods and services, and timely payment of vendors.

  Processes all OneCard transactions for 6-7 local HPP committees and allocates transactions to the appropriate committee incurring the charge. Proficient in using the DNR ‘SARA’ application for OneCard transactions as well as the CitiManager allocation system.

  Uses budget guidelines and policies to compile and develop budget estimates and annual operating requests for their 6-7 assigned committees.

  Training/Other Duties as Assigned

  Attends HPP sponsored training to become/remain proficient in program processes, including the use of Tracker. Assists and cross share tasks with other HPP assistants, as needed. Trains others on committee information and processes with staff and other stakeholders for consistency and ideas. Attends state sponsored training on purchasing, accounting and other topics for improved job efficiency. Works closely with HPP Program Manager to resolve any issues and increase understanding and needs of the program.

  May also be required to serve other duties as needed by the region(s) as determined by regional manager or deputy regional manager.

  Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  Minimum Qualifications

  Three years of experience in administration or customer service in an office environment in an occupational field related to the work assigned to the position.

  Substitutions

  Appropriate education in accounting, business, wildlife management, biology,, agriculture, or related field of study will substitute for the required experience on a year-for-year basis.Preferred Qualifications:

  Current or former Colorado Parks & Wildlife work or volunteer experience is considered.

  Current or former State experience relevant to this position.

  Excellent customer service skills, problem-solving abilities, and critical thinking.

  Demonstrates initiative and self-motivation.

  Keen attention to detail.

  Exceptional organizational, written communication, and public speaking skills.

  Ability to work well independently as well as in/with a team.

  Proficiency in the use of Google email, Google Docs, Zoom/Google Meet, and the Colorado Operations Resource Engine (CORE). Knowledgeable in Word, Excel, and Adobe programs.

  Experience/understanding of Colorado agricultural operations

  Conditions of Employment:

  Colorado residency is required at the time of application.

  Must possess and maintain a valid state of Colorado driver's license if operating a State vehicle.

  Typical shifts are 8:00 am-5:00 pm and this position may be required to work weekends/holidays and after hours shifts.

  Must have the ability to work a flexible schedule. Committee meetings may be held during the day or evening hours.

  Required to travel throughout the assigned area. Depending on meeting schedules, may be required to stay overnight. Travel in adverse weather and road conditions may be possible.
