  Join a team of passionate and hard-working individuals at the Department of Human Services, Human Resources DHS/HR. We are looking for self-starters who are able to adapt and work with minimal supervision. The ideal candidate will have working knowledge of HR principles, practices and payroll functions.DESCRIPTION OF WORKThe Co. Fiscal Officer is responsible for preparing, analyzing, human resource compensation data and implementing processes for preparing, reviewing, and monitoring human resource compensation reports for all human resource needs and serves the entire DHS HR Bureau. Works with HR Manager, Classification/Compensation/Position Control, and staff with the CYF Needs Based Budget each year.  Incumbent utilizes the knowledge of the principles and practices of public fiscal administration to analyze compensation equity, salary trends, based upon state and government legislation (Fair Labor and Standards Act).  Incumbent collaborates with the Human Resource Personnel Manager, as it pertains to union contract salaries, anniversary increases, merit increases and tracks these by utilizing human resource and fiscal computer applications, spreadsheets, diagrams, ledgers, and journals.

  Incumbent has direct oversight over the Human Resources Payroll Unit for all payroll functions in the Allegheny County Department of Human Services which has a workforce of 900+ and provides guidance and assistance and training to Payroll Clerks, while being responsible for all payroll related functions. Processes newly hired and terminated employees; updating JDE and NOVAtime system with the information received after verifying any discrepancies or problems.  Assists with or prepares correspondence, reports, and other materials as necessary for staff payroll and salary information to effectuate the smooth operations of the DHS Payroll Division. Performs special job-related projects as requested by the Assistant Dep. Dir., HC and HR Operations; Administrator, Bureau of Human Resources; and the HR Analyst (HR Manager), Classification/Compensation/Position Control.

  Work Schedule and Additional Information:Full-time employment.Work hours are 8:00 am to 4:00 pm, Monday - Friday, with 60-minute lunch.Allegheny County offers a complete and awesome benefit package.Salary:In some cases, the starting salary may be non-negotiable.You will receive further communication regarding this position via email.   QUALIFICATIONSMinimum Experience and Training Requirements:Two years as a Fiscal Technician and six college credits in accounting, orFive years of bookkeeping experience and six college credits in accounting; orThree years of accounting and/or budgetary experience and a business related associate's degree that includes six college credits in accounting; orOne year of accounting and/or budgetary experience and a business-related bachelor's degree that includes six college credits in accounting; orAn equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.Other Requirements:You must meet the.
