Chippewa County is in search of a County Assessor. This position will direct the administration of ad valorem property taxation prescribed by Minnesota Statutes and the Minnesota Department of Revenue to ensure that a uniform and equalized assessment of all property in Chippewa County is attained. The Assessor is responsible for the valuation, classification, and appeals of all property in Chippewa County. The Assessor will be responsible for the valuation, classification, and appeals of all property in Chippewa County, calculate and analyze real estate market values, determines property classification and exemptions, educates the public, interprets and follows statutes and guidelines, assists in the resolution of disputes between the county and taxpayers, develops departmental procedures, manages staff of the department and local assessor's work. The Assessor is accountable for all departmental functions and operations in accordance with the County Board polices and the directive of the County Administrator. This position is being offered at a range of $73,715 - $102,045/annually. Assessment/Technical Duties and Responsibilities: Complete assessment work on the County's most complex properties/Determines policy and procedures and provides direction to staff in assessment and estimates of the market value of properties including determining market conditions based on sales ratio studies, appropriate location factors, depreciation, classification, quality and size and equalization using statistical analysis/Review building permits and new construction to determine effect on property values and estimates of property values for tax purposes/Schedule and attend all Local and County Boards of Appeal an Equalization. Staff and Office Management: Supervise department personnel including recruitment and selection, hiring and termination, assigns and reviews work of staff, prepares work schedules, trains and mentors staff, approves time off and overtime, administers wages, conducts performance evaluations and discipline/Manages, creates, presents, and implements the departmental budget and office finances and reporting/Provides information, assistance and research to the public, attorneys, bankers, realtors and other agencies regarding office procedures and policies. Ancillary Duties: Maintains knowledge of current tax laws, appraisal principles and practices for local real and personal property markets and construction costs/Attends training and educational sessions, meeting and seminars to maintain required licenses.
