Shift: ALLSecurity Clearance:No ClearanceESSENTIAL FUNCTIONS AND PURPOSE (Job Description)* To ensure accurate and timely administration of all Navy repair contracts.* To supervise Senior Contract Administrators, Contract Administrators, Senior Cost Analysts and Cost Analysts and develop their skills.* To negotiate changes in a timely and profitable manner.* To support the requirements of shipyard production.* To avoid claims and post-contract recoveries, where possible.* To recommend to senior management actions that may be required to satisfy obligations.* To be aggressive in pursuit of additional monies.* To resolve schedule and contract conflicts equitably.POSITION DEMANDS (Education/Training)* Bachelor's Degree in a Marine Engineering field and five years' experience or Business Management degree and five years' experience in contracts or related fields or 15 years equivalent experience in the ship repair industry.* Ten (10) years' directly related experience as a Production Manager, team leader, ship/assistant ship manager, or other related mid-level management position.* In-depth knowledge of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS) and Government procurement policies and practices.POSITION DEMANDS (Required Experience)* Strong and proficient skill in oral, written communication and supervision required, with ability of time deadlines.* Must have strong analytical and mathematical skills, and demonstrate good business judgment and decisions.* This position requires a good working knowledge of shipboard systems, ship repair, production processes and ship production management organization.* Requires excellent verbal and writing skills and the ability to think clearly under pressure during contract negotiations are required.* Work will primarily be performed in an air-conditioned office with low noise level.* Must plan, organize and schedule own activities in support of changing program(s) and/or company goals.PHYSICAL REQUIREMENTSCarrying Lifting X WalkingClimbing Pulling X Must be able to go on vesselsCrawling X Sitting X Visual Requirements:Crouching X StandingX Hearing Stooping Other:Kneeling X TalkingWORKING RELATIONSHIPS* Reports to the Director of Contracts for duties and assignments.* Direct reports to include Assistant Contracts Manager* Maintains internal contact with Estimating, Planning, Engineering, Scheduling, Programs, IT, Finance, Business Development and Production Management.* Individual will work with management in all departments.* Will interface directly and extensively with external customers.* Assists in supervising claims teams that may need to be organized.* Must plan, organize and schedule own activities in support of changing program(s) and/or company goals.* External contact with RMC Contracts Officer and senior civilian personnel, Contract Managers at other MSRAs.PRINCIPAL RESPONSIBILITIES* Ensure profitable and timely authorization of growth and turn-around in time to support production needs.* Settle disputes with customers in support of production/company objectives.* Coordinate with Support Services and Production to ensure all contract obligations are met.* Keep senior managers informed of progress and problems, and need for action beyond scope of own authority.* Produce accurate, useful and timely data in support of company's financial statements.* Review progress and problems on programs regularly to ascertain impact of Government action/inaction, document and collect money, and schedule relief for impact.* Advise other departments of important and pertinent contract terms and conditions; assist in imp
