Contracts Specialist | Remote with Restrictions to DC, MD and VA
Description:
Prepare draft solicitations, Requests for Quote (RFQ), Requests for Proposals (RFP), Invitations for Bids (IFB), and Contract File Preparation
Design and build draft solicitations, and draft Combined Synopsis and Solicitations using Procurement Request Information System Management (PRISM).
Assure draft solicitation includes all appropriate Federal Acquisition Regulation (FAR) clauses, terms, and conditions.
Recommend and prepare unique terms and conditions as required.
Prior to release of solicitation, verify that funds are available and obtain legal concurrence.
Release solicitation by electronic posting, email, fax, or mail.
Contract File Preparation in accordance with Acquisition Instruction checklists.
Post Award Support and Contract Administration
Prepare documentation for contract modifications.
Use PRISM to draft modifications to include; incremental funding actions, exercise of options, and de-obligations for awarded contracts.
Monitor contractor compliance with terms of the contract.
Assist in the preparation of incentive and award fee determinations.
Assist CO and CS in the resolution of performance problems.
Post Award Support and Invoice Review.
Assist the CO by tracking incoming invoices and help the CO to ensure prompt payments are being made.
Review incoming invoices for sufficiency and performing the following:
Assist in reviewing and processing contractor invoices, including contract funding status management.
Ensure correct amount is being invoiced against correct Contract Line-Item Numbers (CLIN).
Ensure any deductions due to performance are applied.
Ensure any back up documentation needed to pay invoices are submitted by the Contractor.
Prepare invoice review reporting.

Additional Skills & Qualifications:
Shall possess demonstratable knowledge and skills commensurate as detailed in the above Job Description.
Must be certified or formerly held at least a Federal Acquisition Certification in Contracting (FAC) level II or Defense Acquisition Workforce Improvement Act (DAWIA) level II certification in Contracting or equivalent.
Must have previous experience using Procurement Request Information System Management (PRISM).
Minimum of 4 years Federal acquisition experience, preferably at a GS-12 level 1102 (or equivalency, working as a contractor perform 1102 type functions).
Demonstrated experience with FARs Parts 13 and 15, and Subparts 8.4 and 12.602.
Working knowledge and use of FAR required, with knowledge and use of Acquisition Regulation supplement and Acquisition Policy and Procedures Handbook a plus.
Shall be proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook.
Working knowledge of Acquisition Requirement Roadmap Tool (ARRT) is a plus.
