Salary: $40,000 - $45,000 per year

Minimum Requirements:
A Bachelor's Degree in Business, Public Administration, or a related field. Experience in government contracting, prime and sub-contractor relationships, and MWDBE (Minority, Women and Disadvantaged Business Enterprise) inclusion programs is preferred. An equivalent combination of education and experience may be substituted.
Applicants must possess and maintain a valid Pennsylvania Driver's License throughout employment.
It is the policy of Allegheny County that in order to receive a final offer of employment, candidates must successfully pass a background check, which includes verification of Allegheny County Real Estate Tax status, and drug/medical examinations as required for the position. The pre-employment drug screen must be completed within 48 hours of the acceptance of the conditional offer of employment.
Position Summary: The Contract Compliance Specialist will monitor contracts to ensure that MWDBEs are provided the maximum opportunity to obtain and perform on county contracts while in compliance with Allegheny County's goals. The specialist will also provide outreach and technical assistance to the business community. In addition, the Contract Compliance Specialist will review and vet prime contractors' MWDBE inclusion plans for various types of contracts (i.e., construction, services, supplies, etc.). The specialist will monitor MWDBE commitments and utilization through contract completion, address, and monitor MWDBE concerns and assist in conflict resolution if necessary.
Overview:The Minority, Women, and Disadvantaged Business Enterprise (MWDBE) Program provides maximum opportunities for Minority, Women, and Disadvantaged business enterprises (MBEs, WBEs and DBEs) to participate in county contracts. The department certifies business enterprises as disadvantaged (per Code of Federal Regulations (CFR) Section 49: Parts 23 & 26) and provides services and resources to help them grow their business.
Duties:
Reviews and processes proposed MWDBE participation documentation provided by prime contractors.Makes contract award recommendations based on good faith efforts to include MWDBEs.Enters and manages contracts for the contract compliance process.Reviews and compiles contract and vendor data to generate reports.Reviews and rates proposals.Corresponds with county employee, vendors, sub-vendors, co-workers, agencies, etc.Monitors monthly MWDBE reporting and contacts vendors for contract compliance.Assists vendors with compliance reporting.Provides problem resolution for outstanding contract issues.Represents the department on committees, at meetings, trade shows, and networking events.Makes presentations.Attends pre-bid, pre-proposal, and project status meetings.Performs site visits.Performs other duties as necessary.Knowledge, Skills, and Abilities
