About: AO These are office-centered positions*--you must physically report to the duty station stated in this announcement on a regular basis. *Work-from-home flexibilities may be authorized as described in the Benefits section. Responsibilities You will: As a senior liaison, oversee congressional activities for assigned program office portfolio; Plan, schedule, and implement major projects related to Congressional actions, developing approaches and solutions to problems encountered; Serve as the staff lead with delegated authority to coordinate program office responses to Congressional inquiries and requests from the Office of Management and Budget (OMB) for interagency review of other Federal agency testimony, Questions for the Record, or Reports to Congress; Represent OCIR/OCA team with program offices to ensure that the offices meet OCIR's deadlines in submitting draft responses to incoming Congressional correspondence; Monitor and provide input to ongoing activities within respective portfolio's program offices including announcements, rollouts, or rulemakings, and lead team colleagues when necessary to prepare notifications to Congress of EPA activities. You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements. These positions are designated as Moderate Risk and require a background investigation. If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service. #LI-Onsite Qualifications We are looking for at least one year of specialized experience related to this position as described below: To qualify for the GS-14 level, you need to have at least one year of full-time experience equivalent to the GS-13 level defined as advising on legislative affairs or procedures; planning and implementing projects related to Congressional actions; and coordinating responses to Congressional inquiries. Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of administrative procedures and regulations; 2) Ability to advise on legislative procedures, affairs, and actions; 3) Skill in project management; 4) Ability to facilitate resolution of conflicting viewpoints or positions; 5) Ability to collaborate with internal and external partners; 6) Skill in oral communication; 7) Skill in written communication; 8) Ability to lead projects and activities.
