CAPPS Recruit: https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=enGeneral DescriptionThe Fund for Veterans Assistance (FVA) awards competitive reimbursement grants to non-profits and units of local governments serving Texas veterans and their families. The Compliance Program Supervisor serves as a member of the Texas Veterans Commission FVA team. Supervises the daily operations and activities of the Compliance Officer section responsible for assuring compliance of all grants awarded by the Commission. Performs highly complex (senior-level) grant development, coordination, oversight, and administration work. Provides expertise and guidance in fiscal compliance reviews, grant monitoring activities, accounting-related functional duties, and reporting of grants to determine appropriateness of grant or compliance with requirements and standards. Work involves coordinating, reviewing, evaluating, and reporting of grantee compliance with requirements, policies, and regulations. Position serves as the agency point-of-contact for all grant compliance monitoring and accounting functions. To promote a strong environment, TVC maintains a telecommuting policy. The policy is decided by division and contingent on continued performance.Essential Duties and ResponsibilitiesOversee the work and activities of assigned staff.Conduct employee performance evaluations and recommendations for personnel actions.Plans, trains, implements, coordinates, monitors, and evaluates staff productivity.Oversees the development of a comprehensive grant compliance program to include grant application eligibility, desk reviews, technical assistance, and on-site monitoring.Understands and interprets federal and state grant management policies and regulations (Code of Federal Regulations (CFR200) as it applies to non-profit organizations and state and local entities.Reviews and prepares compliance reports for both internal and external use.Assists in the development and recommendations of departmental guidelines, procedures, policies, rules and regulations, and monitors compliance with policies and procedures.Responsible for grant compliance via TVCs electronic grant portal.Must have excellent oral and written communication skills.May prepare and deliver presentations to stakeholders and the business community.Work hours other than 8-5 may be required.Performs other tasks as assigned.Military Crosswalk:https://hr.sao.texas.gov/Compensation/MilitaryCrosswal /MOSC_PropertyManagementandProcurement.pdfQualifications: Education:Graduation from an accredited four (4) year college or university with major course work in Business, Public Administration, Finance, or a related field. One year of experience may be substituted for one year of education, for up to four years of verifiable grant compliance, finance, comptroller, or auditing experience.College Transcripts are required, it is preferred they be attached to the application.Experience: Four(4) years of experience in leadership by managing or supervising employees. Two (2) years of full-time experience in financial administration, development, coordination, and monitoring of grants or operational budgets to include verifiable experience in using Code of Federal Regulations (CFR200) guidelines and applying requirements to monitoring activities is required.Certification:Must have aGrant Management Certification at the time of hire or achieve the certification within 12 months of the hire date. (If the certification has been obtained, it must be provided before an interview can be extended).Preferred Experience and Qualifications:Leadership Certification.Grant Management Certification.Experience conducting desk reviews, audits, or on-site visits with organizations.Experience preparing monitoring or inspection reports.Experience examining accounting records, quarterly or annual checklist, or organizational reports for compliance with regulations.Experience with using an electronic grant management system.Experience with state agency operations, contracting, and legislative processes.Experience with Adobe Acrobat Pro and Microsoft Office Applications.Experience working for a nonprofit.Honorably discharged veteran.Additional Requirements: A valid Texas Drivers License must be provided within 90 days of hire.Knowledge Skills and Abilities:Knowledge of Code of Federal Regulations (CFR200).Knowledge of Texas Grant Management Standards (TGMS).Knowledge of laws and regulations pertaining to grants and/or contract administration.Knowledge of accounting concepts, financial reporting, and internal control systems.Knowledge of Microsoft Office Suite such as Outlook, Word, Excel, and PowerPoint.Knowledge of Adobe Acrobat Pro creating, editing, merging PDF files.Skilled in writing employee evaluations.Skilled in grant preparation, monitoring, evaluation, and report writing.Skilled at working/leading in a team environment and facilitating working relationships.Skilled in reviewing monthly reports for accuracy.Skill in report writing and operating a computer with applicable software.Skilled at working in a team environment and facilitating working relationships.Ability to train others.Ability to perform financial reconciliations.Ability to interpret guidelines, policies, procedures, and regulations.Ability to evaluate fiscal data for reasonableness, necessity, and conformity with grant requirements.Ability to supervise staff and operations with little supervision.Ability to communicate effectively both orally and in writing.Ability to conduct web based and live presentations to large audiences.Ability to perform work within the required time and can meet scheduled deadlines.Environmental Physical Conditions:Normal office work environment, mostly sedentary in nature.
