  Description

  Under the direction of the Human Resources Manager, the Compensation Analyst plans, designs, develops, implements and evaluates the city’s Compensation and Classification programs. This position will be responsible for providing advice on Compensation and Classification methodologies using complex problem-solving and research initiatives in support of equitable salary structures and market competitiveness that is aligned with the compensation philosophy.

  The salary range for this position is $65,404 - $88,295 per year with a hiring range of $65,404 - $76,850 per year, depending on qualifications and experience.

  This opportunity will be available to applicants until Wednesday, January 31, 2024 at 4:00 P.M. M.S.T.

The Human Resources department is looking for a self-starter with the ability to collaborate and motivate with many partners across the city.   This position may be eligible for up to two days per week working remotely. Probationary employees (within the first six months of employment) may not be eligible. Remote work options are subject to change based on business needs and performance expectations.

  Essential Functions

  Assist with planning, coordination, communication and execution of the annual pay plan updates

  Participate in and conduct formal and informal salary surveys

  Collect and analyze salary data and prepare summary reports for both public and private sector market trends

  Prepare new job descriptions and evaluate changes to existing job descriptions to determine if reclassification studies are necessary and analyzes data for job evaluations and reclassifications

  Maintain and cultivate compensation contacts and conduct ad-hoc surveys and analysis

  Collect and analyze wage-related information

  Evaluate surveys and information to determine usefulness and quality

  Perform classification and reclassification studies

  Make recommendations on job matches, conduct market pricing, and prepare reports

  Collaborate with staff on position control for new or reclassified positions

  Answer compensation inquiries and advise staff on issues related to compensation

  Conduct desk audits, interviews and market surveys in order to collect compensation data

  Conduct and manage projects and audits related to compensation programs

  Strong computer software applications experience, including HRIS systems, reporting software and intermediate to advanced use of spreadsheets

  Ability to maintain a high level of confidentiality in all areas

  Other Job Functions

  May participate in or assist with other HR programs as needed

  May attend off-site meetings, seminars, conferences or events related to work

  Knowledge, Skills, and Abilities

  Solid knowledge of compensation theory and best practices

  Strong analytical skills with a solid understanding of compensation analytics

  High degree of technical and business acumen

  Strong computer software applications experience, including HRIS systems, reporting software and intermediate to advanced use of spreadsheets and word processing programs

  Understand, interpret and apply the City’s personnel rules and regulations, City policies, FLSA, DOL and other applicable laws and regulations as they relate to compensation practices and procedures

  Demonstrated knowledge of Human Resources processes and procedures

  Demonstrated knowledge of salary surveys and pay studies

  Handle sensitive situations with tact and diplomacy

  Strong organizational skills and attention to detail required

  Must possess the ability to effectively communicate and interact with all levels of personnel within the City and the general public in a positive and professional manner

  Ability to exercise initiative and judgment as well as make decisions within the scope of assigned authority

  Ability to maintain a high level of confidentiality

  Materials and Equipment

  Standard business and professional tools and equipment

  Various computer software programs including, but not limited to, cloud-based software applications, HRIS system, and the Microsoft Office Suite.

  Qualifications - Education and Experience

  Licenses or Certifications: Compensation Certification preferred

  Education: Bachelor's Degree (BA, BS, BBA) required in Business, Public Administration or related field. An equivalent combination of education and/or experience may substitute for education requirements on a year-for-year basis.

  Work Experience: At least 3 years in the Human Resources profession in the area of compensation.

  Level of Physical Effort

  Minimal physical effort typically found in clerical work

  Primarily sedentary, may occasionally lift and carry light objects

  Walking and/or standing as needed and minimal

  Physical Working Environment

  Exposure to routine office noise and equipment

  Minimal exposure to hazards typically found in general office environments where there is rarely to no exposure to injury or accident
