The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.

About the Department:
The Family Strengthening Section is a part of the Division of Community and Family Support. The Division of Community and Family Support (DCFS) helps families and communities across Colorado with the resources needed to support young children to thrive. The Family Strengthening Section exists to promote child maltreatment prevention and school readiness, support family support providers, and administer the following programs and funding streams: Promoting Safe and Stable Families (PSSF), Colorado Child Abuse Prevention Trust Fund (CO CAP), Family Resource Center Program (FRCP), SafeCare Colorado (SCC), Community-Based Child Abuse Prevention (CBCAP), Colorado Community Response (CCR), Colorado Fatherhood Program (CFP), Family Support Through Primary Prevention (FSPP), Mobile Child Care for Substance Abuse Treatment Pilot, Maternal Infant Early Childhood Home Visiting (MIECHV), HealthySteps (HS), and the Nurse Home Visitor Program (NHVP). MIECHV funding supports Home Instruction for Parents of Preschool Youngsters (HIPPY), Parents as Teachers (PAT), and the NHVP.
What you’ll be doing:
This position is staff authority for supporting a continuous quality improvement (CQI) process in partnership with the division's data analyst to understand the current program model, identify opportunities to further refine the model, and support the program evaluation team. Additionally, the fatherhood administrator ensures that fatherhood sites are entering data into the ACF and CDEC data systems. They are responsible for providing training on the fatherhood program model and ensuring that those providing training related to the program connect with fatherhood navigators to provide all required training components.
Collaboration is a key aspect of this position, and the administrator works closely with several partners responsible for training fatherhood sites on key aspects of the model. The Colorado Department of Human Services, Office of Economic Security works with local child support services to provide fathers with resources related to child support. The Colorado Department of Labor and Employment works with local workforce centers to support fathers looking for support in obtaining employment or opportunities for workforce development. Other collaborations include the Family Resource Center Association providing training on the Colorado Family Support Assessment 2.0 tool, the Financial Health Institute providing training on increasing economic well-being for fathers and Illuminate Colorado providing Protective Factors Training and working with the CFP Administrator to establish Circle of Fathers support networks in each of the 7 communities providing fatherhood. This position facilitates the Fatherhood Steering Committee charged with identifying solutions when barriers are raised impacting program delivery and fatherhood engagement.
Responsibilities include, but are not limited to:
This position is responsible for the development of solicitations and the distribution of funds following the state procurement policies and procedures.
Securing a procurement method for the distribution of CFP funds and providing required documentation for the execution of contracts annually.
Reviews requests and approves requests to revise or amend a grantee budget. Obtains all the necessary documents when amending contracts.
Provides fiscal oversight and approval of grantee invoices. Request supporting documentation as needed when reviewing invoices to verify allowable expenses.
Monitors the grantee's statement of work for compliance and is responsible for ensuring all deliverables are met.
In the case of fiscal or contract non-compliance provide resources to support a site and bring them back into compliance. Initiates a Performance Improvement Plan (PIP) for continued noncompliance.
Facilitates and works with the FSC to develop quarterly agenda. Participates in statewide collaborative efforts to increase awareness and promote fatherhood.
Assures timely communication of program-related outcomes, achievements, evaluations, and future funding to opportunities to stakeholders.
Develops and sustains relationships with fatherhood stakeholders
Facilitates or actively engages in professional activities that enhance knowledge and expertise of current trends and methods related to fatherhood.
Effectively engages, cultivates, and maintains relationships with strategic partners and stakeholders including CDHS, Office of Economic Security and Office of Children Youth and Families, Department of Labor and Employment, Illuminate Colorado, Financial Health Institute, Butler Institute, and FRCA.

Education and Experience Requirements:
Bachelor's degree from an accredited institution in a field of study related to Public Administration, Public Policy, Early Childhood Education, Human Development, Early Childhood Development, Psychology, Public Health, Social Work, Human Services, Family Studies, or a closely related field.
And,
Three years of professional experience in an occupational field related to family support services or violence prevention. The ideal candidate will have a proven track record in program or organization management, showcasing expertise in budget development and fiscal oversight. Additionally, candidates should possess valuable experience in community collaboration.

Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
