  The Idaho Bureau of Laboratories (IBL) is recruiting for a full-time permanent Clinical Laboratory Inspector position.

  This position will complete a team of two surveyors. The major function of this position will involve inspecting clinical laboratories to ensure compliance with federal regulations under the Centers for Medicare and Medicaid Services (CMS) Clinical Laboratory Improvement Amendments (CLIA) and State regulations. The position will also involve monitoring quality assurance (QA) compliance and implementing the quality management (QM) plan for the state public health laboratory. We are seeking candidates who have in-depth knowledge of clinical laboratory science and current standards of practice. Applicants who have experience ensuring compliance in clinical laboratories are encouraged to apply.

  This position has the option for hybrid telework after completion of initial CMS training and probationary period. Many of the laboratories inspected by IBL are in eastern Idaho and applicants who are based in Pocatello, Idaho Falls, and the surrounding area are encouraged to apply.

  This position will not involve shift work and will be scheduled to work during regular business hours. This position requires intermittent statewide travel between twenty and forty percent of work time, including overnight stays. Travel is scheduled ahead of time to accommodate the surveyor.

  EXAMPLE OF DUTIES:

  Conduct on-site inspections of laboratories to determine eligibility for federal CLIA certification and state registration.

  Review staff qualifications, laboratory procedures, and records covering pre-analytic, analytic, and post-analytic stages of specimen testing Interprets and applies federal and state rules, regulations, and guidelines.

  Prepare written reports of findings detailing deficiencies including entry into federal data systems.

  Evaluate facility plans of correction for cited deficiencies for compliance with federal regulations.

  Schedule follow-up or enforcement action as necessary.

  Evaluate proficiency test results for compliance with federal and state requirements.

  Provide quality assurance guidance and monitoring for the Idaho Bureau of Laboratories (IBL) Update and write CLIA-related quality assurance documents for IBL.

  Provide quality assurance guidance and monitoring for EPA drinking water laboratory compliance.

  MINIMUM QUALIFICATIONS:

  You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  Good knowledge of principles and application of clinical laboratory science; principles and laboratory testing techniques of immunology, serology, clinical chemistry, immunohematology, hematology and microbiology; quality control techniques in clinical laboratories.Typically requires completion of a bachelor’s degree or higher in medical technology, or in a related chemical, physical, or biological science field; AND at least one year of work experience in a clinical laboratory setting.

  Experience performing clinical laboratory testing in a variety of testing categories; accurately recording examination observations and writing technical laboratory reports; interpreting and applying laws, rules, and regulations pertaining to clinical laboratories.Typically requires at least one year of experience in a certified laboratory where you performed clinical laboratory tests and reported on results.

  Experience making oral presentations before groups.Typically requires experience in either a college setting or in the workplace developing and presenting information to a group of people. Be sure to describe the types and purposes of the presentations, materials used, the targeted audiences, and the frequency of the presentations.

  Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  Certification as a Medical Technologist, Medical Lab Scientist, or Clinical Lab Scientist.

  Considerable experience performing clinical laboratory testing. Typically gained by at least five years of current experience performing moderate or high complexity testing in a clinical laboratory.

  Experience with quality assurance. Typically gained by at least one year of experience evaluating quality control trend data, assisting with laboratory audits, conducting personnel competency assessments, and contributing to laboratory plans of correction.

  Demonstrated proficiency with Microsoft Office Suite and some experience with database software. Typically gained by at least one year of experience using Microsoft Word, Excel and Outlook and experience with Laboratory Information Management System (LIMS) software.
