About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates numerous secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State which includes but is not limited to parole supervision through case management to ensure community safety.

The Western Region Office:
The work unit exists to Provide for Youth Committed to the Department of Human Services, in the custody of and on parole with the Division of Youth Services and/or under parole supervision under the Interstate Compact for Juveniles, Provide a continuum of services and programs to assess, treat and serve youth placed in its care for delinquent behavior, while ensuring the safety and security of youth, staff and the community according to the laws of Colorado.
The Purpose of this position is to develop and monitor an individualized continuum of care for delinquent youth between the ages of 10 and 21 who are sentenced to the Department of Human Services from the time of commitment to discharge. The role of the Client Manager/Parole Officer is to provide overarching case management and to facilitate and engage a Multi-Disciplinary Team for each youth assigned. This is accomplished through an assessment of the youth and the family, development and review of the Discrete Care Plan, monitoring service delivery, providing direct care as necessary, maintaining appropriate records, timely and accurate data entry, and assisting the planning and review of processes at the regional level.
Job Duties:
Youth Development Plan completion and management for caseloads averaging 17-25 youth. Finalize placement decisions. Determine treatment and service needs. Identify and broker needed services as identified by the multi-disciplinary team. Develop timelines for service delivery. Conduct case conference with youth, family, and interested parties. On-going monitoring of plans including monthly case reviews, multi-disciplinary team meetings and family consultations. Revise plans as necessary. Provide reinforcements and responses to youth behavior. Complete six month administrative reviews. Use Trauma Informed tools for facilitating monthly meetings. Participate in Problem Solving and Affirmations group when appropriate. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards.
Update computerized client record system. Complete required documentation for LOS (Length of Stay) extensions, reclassifications, complete YASI (Youth Assessment and Screening Instrument) re-assessments as needed and contact notes. Maintain the official DYS file. Complete the monthly review form and ensure proper distribution. Close out official case file to Closed Records. Create and/or update all other documentation related to the youth, as necessary. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards.
Pre-parole staffing. Develop release/parole plan, schedule hearing, and comply with required reporting and scheduling timeframes. Present case at parole hearing. Recruit, develop, advise, negotiate, monitor, and supervise trackers and other contract parole services. Supervise youth; maintain contact with family, law enforcement, and community agencies. Identify community safety issues and concerns. Determine need for and complete parole violations and all necessary documentation. Ongoing use of and reference to strategies outlined in the client portfolio. Engage the Multi-Disciplinary Team to support continuing needs of the youth.
Meet with youth and family as well as other identified multi-disciplinary team members. Conduct family engagement and completion of releases. Review all available information and identify basic needs. Assess safety and service needs. Facilitate PAM – Pre-Assessment meetings, Facilitate Multi-disciplinary Team assessment staffing. Collect all identifying documents, initiate placement process, and begin writing the Discrete Case Plan. Introduce youth to trauma responsive safety plan. Introduce youth to the client portfolio and engage the Multi-disciplinary team in the portfolio to support on-going transition. Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards when making decisions related to the youth.
Compile, copy, and distribute required documents for contract vendors, Community Review Boards (CRB), Parole Board and Interstate Compact office. Present cases and make recommendations to the CRB, Parole Board and Courts. Compile reports and/or give testimony to the courts as required. Negotiate for services, court dispositions, filing and dropping of charges, placements and treatment resources. Awareness of protecting youth protected information in electronic communication, use of "Encrypt" function and all correspondence being public information if requested through Colorado Open Records Act (CORA) request.
Mediate youth issues with courts, agencies, law enforcement, families and service providers. Execute emergency placements for youth needing psychological services, housing, family mediation, and safety. Provide emergency notifications and consultations. Engage family/community members who can provide sustainable positive resources to enhance successful community re-entry and sustainability. Engage the MDT to assist with problem solving and decision making related to the crisis Reference Colorado Children's Code, DYS Policy and Procedure, IV-E Regulations, Court Orders, DYS Statewide and Regional implementing procedures, Parole Standards/rules, SOMB standards.
Attend community meetings relevant to the Division of Youth Services and its clients; Explain DYS policies and procedures to interested parties; Participate on boards, committees, planning groups relevant to Youth Services.
Assist regional office in the development of community services/programs and the identification of duties as resources change. Identify needs re: special services funds. Apprise Region Office leadership team of changes, needs, etc., in specific geographic area assigned.
Actions, attitudes and communications demonstrate a high personal and professional regard for the organization's value of occupational safety and enhance the safety culture of the work unit, CDHS and DYS. Act mindfully to avoid safety hazards. Utilize safety devices and other DYS sanctioned strategies.
Other duties as assigned.

Ten years of professional experience in an occupational field related to the work assigned to the position.Option 2)
Bachelor's degree from an accredited college or university with a bachelor's degree in behavioral science, childhood development, correctional science, corrections, counseling, counseling psychology, criminal justice, criminology, education, guidance and counseling, helping/human services, human and development, police science, psychology, public safety, rehabilitation counseling, social work, sociology or youth and adult corrections.
And two (2) years of experience working with children/youth, corrections work with detained and/or adjudicated youth or youth counseling.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.
Preferred Qualifications
Work experience with and knowledge of Western Colorado community agencies, judicial system, law enforcement, education system and service providers.
Position requires an individual who is self-directing and motivated, who can make decisions with limited supervisory direction.
Must have extensive knowledge of Criminal Justice System, Human Services Agencies, and current treatment modalities.
Must be flexible and comfortable with change.
Knowledge of computers and data entry.

Conditions of Employment:
Be a minimum of 21 years of age, with no felony convictions or history of domestic violence
A pre-employment criminal background check and drug screen will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions, conviction of crimes of moral turpitude, or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Travel within the State of Colorado to meet with community partners and clients who are within the Western Region Catchment area.
Possess and maintain a valid State of Colorado driver's license
Must be available by phone in case of urgent matters and emergencies to answer questions, provide input or complete necessary paperwork.
Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas.
