GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Assists the Stormwater and Environmental Director to administer the operation of DCR drinking water wells. Contract oversite, including inspection and maintenance/repair/installation of all water and sewer infrastructure owned or under the care and control of DCR, including septic system maintenance and repairs. Oversee the regulatory reporting and public information component of the program. Perform field work, making repairs and improvements to operations on DCR water and sewer infrastructure. * * DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES * Assist Stormwater and Environmental Director for inspection, maintenance, and construction of sewer & water repair projects including, but not limited to state and urban parks, beaches, bridges, flood control facilities, lands, parkways, properties, buildings and facilities and National Pollutant Discharge Elimination System Massachusetts Small for General Permit (NPDES MS4) storm water management subject to Department of Environmental Protection (DEP) and US environment Protection Agency (EPA) requirements. * Implementation of DCR drinking water wells operations contract and oversee the regulatory reporting and public information component of the program. * Supervises direct reports (regular and/or seasonal employees). Provide work assignments, reviews work performance, including the capability of evaluating subordinates’ skills. Determine training needs and provide training to staff when required. Direct or initiate disciplinary actions including recommendations as needed for correction and/or unsatisfactory work performance standards not being met. * Review planning and engineering design studies for civil site assessment, construction permitting and construction activities. * Review payment requests for work performed by consultants and contractors in accordance with DCR and state rules, regulations, and policies. * Acts as project and/or resident engineer on projects such as water and sewer line repair and replacement and paving operations. * Perform other related work and duties as assigned to support the mission of the agency. * Deliver expert testimony at court and other investigatory proceedings. * Meet with manufacturer’s representatives to keep informed of latest products and technology advances. * Respond to constituent complaints and inquiries from staff within the agency. * Perform professional engineering and program administration duties in accordance with sound engineering principles and applicable state and federal laws, regulations, and environmental standards. * Prepare and review reports and studies for conformance with professional standards and state and Federal rules, laws, codes and policies. * Review site work performed by contractors in the construction or maintenance of large water, sewer, and drainage systems or building-related projects. * Perform other duties as assigned. * * PREFERRED QUALIFICATIONS * Knowledge of the principles and practices of civil and environmental engineering. * Knowledge of applicable state and federal environmental law and regulations. * Knowledge of the types and uses of equipment, materials and safety standards related to construction and storm water management. * Ability to read and interpret contract documents such as plans, specifications, blueprints, and drawings. * Ability to understand and apply the laws, rules, regulations concerning the environment and storm water management in connection with the construction and maintenance of highways, bridges, buildings, etc. * Ability to organize work by establishing operating and/or reporting relationships and by assigning work accordingly. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in civil engineeringor civil engineering technologymay be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's degree with a major in civil engineeringor civil engineering technology, may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in civil engineering, may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.* *NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary,environmental, drafting, highway, architectural, mining, airport and materials. *Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
