SummaryResponsible for managing, directing, coordinating and controlling theoverall operations of a hospital. Provides leadership to ensure attainment ofstrategic objectives and the delivery of quality, economical health careservices and other related lines of business. Initiates and enforcesorganization-wide policies and procedures that support the accomplishment ofthe hospitals objectives and programs. Ensures nursing and clinicaldepartment's goals, objectives, standards of performance, policies andprocedures are appropriate for the patient population served. Oversees theorganizing of nursing and clinical departments according to administrative andnursing service guidelines; ensures compliance with legal,organizational, and medical staff standards. Has authority andresponsibility for establishing, directing, and implementing the Standardsof Nursing Practice and the clinical operations and financial matters relatedto all nursing and clinical care areas and functions.Essential FunctionsEmbraces and works to advance the National Quality Program objectives and thejourney towards a High Reliability Organization (HRO). Promotes a culturethat encourages employees to identify safety issues and to speak up to enhancesafety practices for employees and patients.Responsible for all aspects of hospital operations; clinical, ancillary,and support departments.Assures that all policies established by the Governing Body of the hospitalare implemented appropriately.In collaboration with the Market CEO, directs the strategic planning for thehospital.Responsible for developing, interpreting and communicating hospitalpolicies, objectives and operational procedures to the department managersand others as necessary. Includes assessing the patient population, riskfactors and the scope of services.Contributes to and/or leads the appropriate initiatives outlined in theStrategic Quality Plan. Maintains a system which verifieslicensure/certification, qualifications, experience, and competency ofeach member of the nursing department and evaluates each member on a timelybasis. Serves on the Hospital Quality Council. Understands and supports theorganization's continuous quality initiatives. Represents nursing serviceson various corporate, hospital and medical staff committees/meetings.Develops and monitors the hospital budget, ensuring operations does notexceed the approved budget.Oversees the finance/business office functions of the hospital to ensurethat funds are collected and expended appropriately.Ensures staffing plans are appropriate for the hospitals departments.In coordination with the Market CEO, hospital board, the medical staff andother hospital personnel, responds to the community's needs for qualityhealth care services by monitoring the adequacy of the hospital's medicalactivServes as a member of the hospital executive committee and otheradministrative committees as designated. Attends governing board meetings.Conducts job responsibilities in accordance with the standards set out in theCompany's Code of Conduct, its policies and procedures, the CorporateCompliance Agreement, applicable federal and state laws, and applicableprofessional standards.Oversees and provides direction to hospital leadership grading hospitalmission and objectives, expected productivity and efficiency, estab ishingpolicies and procedures are in compliance with federal state and local laws,regulations and ordinances. Works with hospital leadership to foster highemployee morale and a positive work environment for employees.Develops a strong working knowledge of the electronic medical record. Assurescompliance with all regulatory and accreditation requirements. Alwaysmaintains survey readiness. Participates in and coordinates surveypreparation.Ensures maintenance of physical properties in good and safe state of repairand operation.Promotes adherence to the Company's Code of Conduct and the CorporateCompliance Agreement by monitoring employee performance and identifying andresponding to compliance issues.Acts as Privacy officer for the hospital. Implements necessary privacypolicies and procedures. Reviews all patient complaints regarding thehospitals privacy policies and procedures and/or privacy practice.Collaborates with Regional leadership to advance safety and quality.
QualificationsEducation:Bachelor's degree in nursing required. Master's degree in healthcareadministration, business administration, public health or clinicalspecialty required.Licenses/Certification:Registered Nurse in the state.Experience:Five years experience in healthcare administration/management, with aminimum of two years experience at a senior nursing management level, in ahospital setting with experience in operations. Two years' prior COO or CEOlevel experience preferred. Graduate level education may substitute on ayear-to-year basis for the required experience.
