Position Description

PRIMARY PURPOSE:

The successful candidate for this position will be responsible for the acquisition and monitoring of new and existing regulatory permits and other required authorizations to support carbon dioxide (CO2) production operations and expansion in the McElmo Dome and Doe Canyon CO2 production units in southwest Colorado. The successful candidate will provide technical support regarding permitting and regulatory reporting requirements to the CO2 production operations group, drilling, subsurface, and project management departments, and will participate in the coordination and planning of all permitting and regulatory reporting activities associated with project planning, construction, drilling, and reclamation to ensure a continuity of compliance. The position will be based in Cortez, Colorado.

ESSENTIAL DUTIES RESPONSIBILITIES:

Proactively plan, coordinate, and oversee regulatory compliance and permitting activities for CO2 production operations, construction, drilling, maintenance, and reclamation projects from planning through completion. Activities may include, but are not limited to, identification of permit requirements, cost estimating, AFE/budget management, desktop/field surveys and meetings, inspections, permit application preparation and submittal, regulatory reviews, internal project team reporting, agency communications/negotiations, and project tracking.

Establish and maintain effective working relationships within Kinder Morgan working groups and applicable regulatory agencies (Bureau of Land Management (BLM), Colorado Energy Carbon Management Commission (ECMC), Montezuma and Dolores Counties).

Coordinate with various Kinder Morgan work groups to verify roles and responsibilities related to required permits and activity reporting (i.e. air quality, NEPA, SPCC, storm water, UIC, waste management, etc.) and provide input or review where necessary.

Manage contractors performing support activities for the various compliance tasks associated with construction, drilling, maintenance, and reclamation projects. Monitor schedules, track budgets, and review and evaluate deliverables such as inspection reports, agency communications, draft permit applications, and sundry notices.

Develop and track overall budgets associated with compliance activities. Provide regular budget forecast updates to project and operations management.

Develop and implement compliance processes, procedures, and training to ensure that company facilities are constructed, operated, and maintained in compliance with regulatory requirements and project permit conditions.

Support company emergency response and reporting requirements for specific construction and drilling projects. On-call responsibilities may be 24 hours/day during drilling projects.

Carry a company-provided cell phone and be available to respond during working hours and occasionally during non-working hours, particularly related to project emergencies.

Maintain a high regard for personal safety, the safety of company assets and employees, and the general public.

Maintain a working knowledge of applicable company procedures, standards, and policies.

Possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers.

Have the ability to successfully perform the required and expected duties with minimal direct supervision.

Interact with a wide variety of people with tact, courtesy, and professionalism; be a team player and be open to coaching others and being coached.

This position may be assigned other duties not described above.

Position Requirements

Compensation: Pay Range: $ 93,600.00- 110,600.00 This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.

COMPETENCIES / SKILLS:

Must possess a thorough understanding of federal, state, and local oil and gas exploration and production (EP) related permitting processes and associated regulations.

Must possess excellent verbal and written communication skills.

Must possess the ability to effectively organize, plan, prioritize, complete, and document work with minimal supervision.

Must possess the ability to effectively work in a team environment.

Must be able to function effectively as part of a team, take direction from supervisors and managers, fulfill assigned work schedules, focus attention on details and customer service, and follow Kinder Morgan workplace policies and rules.

After an offer has been extended and prior to being employed, the successful candidate will be required to pass a pre-employment drug and alcohol test and a complete background check.

EDUCATION:

Bachelors or advanced degree in science, engineering or related discipline from an accredited academic institution is required.

EXPERIENCE / SPECIFIC KNOWLEDGE:

Direct and active work experience with federal (BLM USFS), state (ECMC, CDPHE), and local government EP related permitting and activity reporting processes.

Work experience with wetland, wildlife, cultural resources, and other NEPA-related activities as it relates to EP permitting and compliance activities.

Direct work experience with federal and state regulatory compliance applicable to EP activities.

Strong technical communication and interpersonal skills that facilitate successful interaction with federal, state, and local regulatory agencies.

Excellent project management skills and the ability to prioritize and execute tasks associated with multiple projects.

Demonstrated proficiency in Microsoft applications and software including but not limited to Word, Excel, PowerPoint, and Adobe Acrobat.

WORK CONDITIONS / PHYSICAL DEMANDS:

The work location will be at a professional field office near Cortez, Colorado.

Typically, 50% of working hours will take place in the field, consisting of activities such as onsite meetings, location and ROW inspections, and project and contractor management.

Physical demands require the ability to lift 20 pounds (occasional), traverse uneven terrain, conduct site visits and inspections, and operate a company vehicle.

PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS, COMPETENCIES, SKILLS, AND ABILITIES:

Direct experience with GIS equipment and software.

Direct experience with BLM’s Automated Fluid Minerals Support System (AFMSS2).

Direct experience with ECMC’s Webforms and eForms systems.

SPCC and SWPPP inspections.

TRAVEL REQUIREMENTS:

Travel by automobile or commercial aircraft may be required for meetings and site visits.

Travel will vary by specific project needs; travel typically will be less than 10%.
