  Summary ACCESS TO MEDICAL AND DENTAL CARE IN JAPAN IS EXTREMELY LIMITED. Please see Additional Information section below. You will serve as a CHIEF OF PROTOCOL AND SPECIAL ASSISTANT in the OFFICE OF THE COMMANDING GENERAL of MARINE CORPS BASE CAMP BUTLER . Initial consideration for this announcement is limited to the number of applications listed at the top of this announcement. Responsibilities You will coordinate overseas protocol matters and prepare the Commanding General’s social correspondence You will develop dignitary itineraries by coordinating schedules and support with and among the Commanding General, Chief of Staff, affected commands, staff sections, and individuals. You will request and monitor the Commanding General’s Operational Readiness Funds (ORF) and work within official event budgets and spending regulations. You will schedule and organize command ceremonies, dinner parties, luncheons, and golf tournaments. You will receive and screen personal callers and other visitors of the Commanding General, including high ranking United States or foreign national officials. You will exercise control over the Commanding General’s calendar with the authority to schedule the Commanding General’s appointments based on personal knowledge of the Commanding General’s preferences, priorities, and commitments. You will research, interpret, analyze, and apply Department of Defense and Department of State Protocol, US Marine Corps Protocol, internal Standard Operating Procedures, and host nation customs. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise for all protocol manners; coordinating, managing, and arranging for visits by dignitaries and military leaders; coordinating command ceremonies; and preparing correspondence on behalf of senior military officials. GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing assistance for all protocol manners; providing assistance for visits by dignitaries and military leaders; and assisting with planning and coordinating of command ceremonies. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related GS-9: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related A transcript must be submitted with your application if qualifying using education. Additional Information Employees (and their family members) who require medical or dental care in Japan may experience severe limitations accessing medical care both on the military installation and the local economy, and also could incur costly medical expenses. A relocation incentive may be authorized. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. This position is covered by the Department of Defense Priority Placement and Alternate Placement Programs. Additional vacancies may be filled by this announcement. Pay retention may be granted when certain conditions are met. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher. ICTAP candidates must provide copies of all of the following documentation at the time of application: 1) agency notice; 2) most recent performance appraisal; and 3) most recent SF-50 or notification of personnel action that includes position, grade level, and duty location. Applicants who do not provide this documentation will not receive consideration as an ICTAP candidate.
