The Chief HR and Administrative Officer is the strategic and operations leader responsible for ensuring that JFCS has an exceptional, inclusive internal environment with the people, resources, and processes to deliver on the agency s strategic vision and priorities. The CHRAO develops and leads the agency s staff engagement and people development strategies with the HR Manager and other staff. JFCS s people are the key to achieving its mission and serving the community, and the CHRAO leads strategy and implementation to ensure that the agency retains and hires the best and most talented people who will successfully achieve agency and department-level goals. The CHRAO develops and supports implementation of initiatives that advance JFCS s strategic plan priorities to ensure policies and practices that advance equity, anti-racism, and full inclusion such that everyone can bring their authentic selves and feel that they belong; and encourage a learning environment focused on professional development for staff. This role oversees the risk management program, assessing and identifying risks that could impede the reputation, safety, security, or financial success of the organization. The CHRAO co-leads the HR Finance Committee with the CFO. The CHRAO is also responsible for ensuring that JFCS staff and volunteers have the technology and facilities resources they need to effectively complete their work and achieve their goals. This includes maintaining and enhancing the agency s technology infrastructure so that it responsively adapts to changing needs of work in the office, from home, and in the field. The CHRAO is the agency champion for adopting technology and other tools that deliver the highest value for ensuring high quality service, productivity, efficiency, connectivity, communication, and security. This role is responsible for ensuring that agency facilities and equipment are maintained in high-quality working order and that the agency maintains healthy and safe conditions for staff, clients, participants, volunteers, and other visitors. Essential Functions/Approximate Time Leadership for HR and Agency Culture (45%): Direct and oversee all aspects of human resources functions and responsible for ensuring the organization s compliance with federal, state, and local employment laws and regulations and recommended best practices. Support, coach, and supervise the HR Manager in strategic and tactical goals, policies, and procedures for the HR department. Ensure that the HR team seeks and identifies opportunities for improvement and new initiatives and that the HR team is highly responsive to requests and suggestions from the Executive Leadership Team and other staff across the agency. HR functional areas include talent management, performance development, compliance and recordkeeping, and pay and benefits. Lead DEI and professional development activities focused on strategic plan priorities to diversify staff and leadership to represent the communities we serve, while maintaining our identity as a Jewish agency. Ensure JFCS has an environment of open communications, encouraging diversity of thought and experience, and regularly asking for and basing decisions on input from staff. Have and commun cate policies and practices that advance equity, anti-racism, and full inclusion such that everyone can bring their authentic selves and feel that they belong. Encourage a learning environment focused on professional development for staff. Leadership for Technology and Information Systems (20%): Direct and oversee all aspects of IT functions and ensure that JFCS complies with recommended best practices for operational effectiveness, risk management, and security. Support, coach, and supervise the IS Administrator in strategic and tactical goals, policies, and procedures for the IT department. Ensure that the IT team maintains a high level of customer service and responsiveness to staff across the agency and proactively seeks and identifies opportunities for improvement and new initiatives. Oversees procurement, licensing, and asset management of hardware and software. Collaborates with the IS Administrator and CFO on budgeting and financial planning for IT. Leadership for Facilities and Administrative Support (10%): Direct and oversee all aspects of facilities and office management. Support, coach, and supervise the Facilities Manager and Office Manager in fulfilling their responsibilities and meeting agency wants and needs related to their departments. Ensure that the APT team and Facilities Manager maintain excellent customer service and responsiveness to staff across the agency and proactively seek and identify opportunities for improvement and new initiatives. Oversees timely and high-quality maintenance, repair, and upgrade of furniture, fixtures, equipment, and facilities in the Stillman Family Foundation Building and JFCS s downtown Minneapolis office. Liaison for tenants in the Stillman building. Collaborates with the CFO on budgeting and financial planning for maintenance, repairs, and upgrades. Safety and Security (10%): Lead maintenance and updating of safety and security processes and protocols to provide healthy and safe conditions for staff, clients, participants, volunteers, and other visitors. Obtain and apply advice from subject matter experts on topics such as building security, event security, law enforcement, and occupational health and safety. Participate in and ensure ongoing activities of the Safety Committee. Ensure that the agency provides all-staff and job-specific safety and security training and conducts safety and security drills at least every quarter. Ensure maintenance of an up-to-date Safety Manual, complementary written procedures (e.g., for criminal and motor vehicle record checks for staff and volunteers), and documentation of incidents and training. Along with the CEO, serve as decision maker when critical and sometimes urgent security and safety decisions are required. Executive Leadership (15%): Serve as a member of the Executive Leadership Team (ELT), helping assess and develop the agency s strategic path, develop and assess agency policies and practices, cultivate staff engagement, and nurture an organizational culture that is consistent with JFCS values. Co-lead ELT with the CEO and other C-level staff. Participate in and lead agency committees, task forces, and training. Actively participate in relationship building with various stakeholders within and beyond the agency, helping to cultivate JFCS as a thought leader and trusted strategic partner. These functions may include making presentations to small and large groups.
