  TITLE OF POSITION: Certified Substitute Site Manager & Preschool Teacher

  IMMEDIATE SUPERVISOR: Director of Education

  GENERAL SUMMARY OF WHAT THE POSITION DOESThis position acts as, when staffing needs require it, as a Site EducationManager (SEM) who is responsible for the supervision and output of thequality of services as provided by the center staff (Family Services Tech,Assistant Teacher, Program Aide and Janitor as assigned) AND may serve asthe lead Teacher in a classroom of Head Start children by planning,implementing, and supervising all classroom activities.

  Staffing needs will be communicated directly to the Certified SEM Sub viatheir supervisor, the Director of Education. These needs may require theCertified SEM Sub to act as an SEM or a Teacher, or a combination of the twoacross one or more centers for either short or extended amounts of time of twoor more weeks.

  When staffing needs do not dictate the need to be placed in a center orclassroom, the Certified SEM Sub will instead act as a teaching coach,providing their expertise and knowledge as support to assist in theprofessional development of center staff members. This support includestraining new staff in classroom management, curriculum implantation, andappropriate early childhood teaching practices.

  This position works with typically developing children and children withdisabilities. This position requires a thorough knowledge of Head Startperformance standards, local child care licensing regulations, thetheories and principles of child growth and development (including health,nutrition, mental health and disabilities); early childhood educationand family support. This position is responsible for the general andday-to-day operations of a Head Start center, communicating with parents andthe community and management and monitoring of all staff working at theassigned center(s). This position is responsible for ensuring that bestpractices are integrated into the classroom daily in order to promote schoolreadiness for every child. The position may be reassigned to various centersas deemed necessary for program operations. This position requires proficiencyin the upkeep and entry of data into online and software-based systems,pulling monthly reports as required (or more often as needed) and formaintaining current and complete documentation of all assignedcenters/classrooms. This is an 8 hour per day (Monday-Friday), 40 hrsper week; 39-42 weeks per program year exempt position.

  DUTIES AND RESPONSIBILITIES OF THE POSITIONDuties of the position are described in major functional areas listed below.Additional duties may be assigned.

  GENERAL DUTIES FOR SUBSTITUTE SEM WITH TEACHING RESPONSIBILTIES1. Direct supervision of the children in the classroom setting is requiredat all times. At no time when children are present should any classroomteaching staff be in the office taking a break, making phone calls,checking emails or any other situation that may arise. Supervision of childrenis the priority.2. Responsible for monitoring and compliance with applicable local, stateand federal rules, regulations and standards as well as with any state andfederal contracts, health, safety and licensing regulations.3. Plans and directs the work of the staff supervised. Observes and givesfeedback to staff or volunteers supervised where applicable and other staff asassigned on at least a weekly basis.4. Makes appropriate personnel decisions that do not require higher approvaland submits others as a recommendation to the supervisor.5. Participates in in-service, workshops, conferences and collegecourses to enhance skills as required.6. Attends all workshops and meetings as deemed necessary by the immediatesupervisor.7. Attends all required staff and parent meetings and activities.8. Maintains current required credentials: Colorado State DirectorQualification letter, M d Admin, CPR, 1st Aid9. Uses Child Plus.net or another database software effectively andefficiently.10. Becomes thoroughly familiar with and follows the CEEN Head StartPolicies and Procedures, CEEN Program Information Memorandums and anychanges that may occur.

  EXAMPLES OF GENERAL JOB DUTIES: Teaching Responsibilities1. Responsible for understanding Head Start Performance Standards and localchild care licensing regulations.2. Expected to be knowledgeable of the regulations associated withprevention of occupational disease and injury, including the exercise ofuniversal precautions and the prevention of contamination.3. Positively promotes Head Start in the community.4. Models and exercises supervisory authority to support other employees inthe execution of work duties in a manner consistent with CEEN Head Startstandards for compliance with all applicable laws, rules and regulations,including CEEN Head Start policies and procedures reflecting best practices.Adherence to the procedure for Policy Council approval or disapproval ofhiring and termination decisions made by CEEN Head Start as described in theHead Start Performance Standards is required. In addition, supervisors areexpected to model exemplary standards of ethical behavior and exercise carefulstewardship of program funds, and support those they supervise in adheringto those standards.5. Maintains strict confidentiality with respect to Head Start children,families and staff in accordance with established policies and procedures.6. Implements a plan and system of continuous ongoing monitoring andevaluation of activities within the program.
