  About the Indiana State Library:

  The Indiana State Library maintains collections in Indiana history and culture, Indiana State and United States government publications, Indiana newspapers, genealogy and family history resources on Indiana and the eastern United States, Braille, large print, and books on tape for the visually impaired, library science, and American history, politics, and economics. Its collections support research by state agency employees, scholars, genealogists, librarians, students, Indiana residents who are blind or physically challenged, and the general public.

  Salary Statement:

  The salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.

  Role Overview:

  This position is responsible for administering the certification program for Indiana librarians. This position also supports the agency general counsel by assisting with legal questions, legal webinars, rulemaking legislative work, and other legal responsibilities. This position requires a bachelor degree in addition to a paralegal certificate and at least 3 years of professional work experience in a legal setting where the individual performed substantive legal research. Substitution: Accredited college training (an advanced degree such as a JD or a Masters Degree in a related field) may substitute for up to two (2) years of the required experience. Individuals with a Doctorate in Juris Prudence are encouraged to apply and are not required to also have a paralegal certificate. Advanced legal research and writing skills are necessary as is also intermediate to advance computer skills.

  Under the direction and supervision of the agency General Counsel:

  Assists with agency rulemaking including drafting relevant documents for inclusion on the agency’s rulemaking docket and the Indiana Register; helps agency navigate the rulemaking process;

  Assists with agency contracts including maintaining an internal contract tracking spreadsheet; drafting basic contracts, renewals, and amendments; and working with vendors, the business office, and other internal staff for information and materials needed to complete and route contracts;

  Assists with agency legislative efforts with regard to bills affecting the State Library and Indiana public libraries including identifying areas of needed change; drafting or suggesting proposed language changes; monitoring bills going through the legislative process; assisting with the analysis of how pending and passed bills will affect Indiana libraries; drafting legislative reports or summaries of pending and passed bills;

  Assists agency staff with creating and/or updating agency policies including doing any necessary legal research to ensure the policy complies with any applicable laws and/or constitutional principles;

  Assists with legal inquiries both internal (from ISL staff and administration) and external (from public libraries and other local and state government agencies) by researching and analyzing applicable federal and state laws, applicable federal and state regulations, and applicable interpretive case law;

  Creates and presents webinars and presentations on topics of a legal nature on matters affecting the State Library and/or public libraries (examples include Indiana library laws, public purchasing laws, public access laws, copyright law, employment law, civil rights laws, etc.);

  Creates and send informational bulletins about legal areas of interest to public libraries;

  Assists with agency response to public records requests; and

  Assists with coordinating the legal intern/extern process including placing periodic job ads with local law schools; assisting with interviewing potential interns/externs; getting the interns/externs in the respective state systems; overseeing intern/extern orientation process, projects, etc.

  A Day in the Life:

  The essential functions of this role are as follows:

  Establish program objectives, KPIs, and actions to achieve them.

  Develop, update, and monitor all policies and procedures related to the program area.

  Interpret and explain policies, rules, regulations, or laws to leadership or customers.

  Implement corrective action plans to solve program problems.

  Analyze, prepare, and disseminate monthly and annual program reports.

  Review budget and make budgetary recommendations to improve the program area finances.

  Ensure program requirements meet federal and state policies and grants compliance.

  Assist in the development and train employees or agency consultants on program requirements and usage.

  Coordinator and deliver communication plans and communications.

  Serve as a liaison between agency and other state and federal agencies.

  Serve on management committees or other governing boards.

  Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

  What You'll Need for Success:

  The ideal candidate in this role should minimally have either

  a Master’s Degree with 1+ years of experience, or

  a Bachelor’s Degree with 3+ years of experience, or

  a Associate’s Degree with 5+ years of experience, or

  at least 7+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

  You must meet the following requirements to be considered for employment:

  Specialized knowledge in program subject matter obtained through experience and/or education.

  Specialized knowledge of program area including pertinent rules and regulations.

  Extensive knowledge of all source materials and references including federal and state laws governing the programs.

  Ability to develop and implement new principles and policies and discern any far-reaching implications.

  Ability to communicate orally and in writing.

  The ability to apply general rules to specific problems to produce answers that make sense.

  Ability to work effectively with a wide variety of stakeholders.

  Working knowledge of accounting and budget principles.

  Ability to delegate work, set clear direction, and manage workflow.

  Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

  Supervisory Responsibilities/Direct Reports:

  This role may be utilized in a supervisory capacity based on agency needs.
