  Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Laredo Sector, Sector Intelligence Unit (SIU), Targeting & Analysis, located in Laredo, TX. Responsibilities In this position you function as a Geographic Information Systems (GIS) Analyst for GIS Operations providing multi-faceted technical support to the development and implementation to support in all matters pertaining to GIS. This position starts at a salary of $90,319.00 (GS-12, Step 1) to $117,411.00 (GS-12, Step 10) with promotion potential to $117,411.00 (GS-12 Step 10). This position requires the programmatic integration knowledge of geospatial technologies, graphical resources and data management to facilitate the development, analysis and maintenance of geographic and relational data to the mission. Duties and responsibilities include: Responding to requests to provide cartographic, analytical and data management services as well as direct professional advice and support. Performing geospatial data management functions for national-level datasets to include data identification, compilation, modification, analysis, maintenance, distribution, archiving and metadata attribution. Adapting standard techniques and optimizing methods of graphical presentation of complex border activities and issues; working under tight deadlines to create hardcopy and softcopy presentations. Acquiring, inspecting and utilizing data from a wide range of third-party geospatial repositories to support distinct and immediate needs, performing geospatial analyses including spatial and temporal pattern identification of border activities. Performing spatial data exchange with multiple entities as well as quality assurance and quality control for issue tracking and resolution. Qualifications Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Applying professional judgment, technical skills and knowledge to perform analyses of data and complete projects, performing geospatial analyses and pattern identification. Analyzing, interpreting and presenting geographic information for use in research, project development and agency operations; Analyzing phenomena such as landforms, climate, vegetation, soils, minerals and water resources and/or population distribution. Performing cartographic and graphic design work employing a variety of production practices and techniques to complete mapping and visual portrayal assignments. Performing geospatial data management functions for national level databases; collaborating with various agencies for the purpose of acquiring geospatial data and/or products. Performing a full range or multi-disciplinary cartographic projects and coordinating the cartographic effort using research, compilation and production. You qualify for this position if you possess one year of specialized experience as described above and meet the basic requirement listed below. Basic Requirement: Successful completion of a full 4-year course study in an accredited college or university leading to a bachelor's or higher degree in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR Combination of education and experience -- course equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional educations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/26/2024. Individuals are required to have physically resided in the United States or its protectorates (as declared under international law) for at least three of the last five years. Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period. Frequent trips to the field, professional meetings and other agencies are required. Data verification and collection in the field may require over land and water travel by foot, vehicle, boat and aircraft. Some field work may require extended periods of strenuous exercise related to hiking or traversing rugged terrain. Work Environment: Environment is usually an office or indoor setting although also may involve travel to border areas, other agencies, academic institutions, professional meetings, and contractor offices. Frequent exposure to out-of-doors, weather extremes, insect bites, varied topography, and other physical demands is typical on field trips.
