Key Responsibilities
Drafts, negotiates and administers subcontracts, subawards, purchaseorders, lease agreements, consulting agreements and other contractualinstruments with domestic and foreign subcontractors/subrecipients andvendors in support of UCAR.
Analyzes terms and conditions of prime agreement and ensures award terms areconsistent with prime agreements, OMB Uniform Guidance, and UCAR policies.
Identifies and manages potential liability, export, risk, andintellectual property issues.
Works with subcontractors to ensure performance goals are met, deliverablesare on time, and addresses issues as needed.
Reviews invoices for compliance with terms and conditions.
Composes correspondence to subcontractors.
Serves as a UCAR liaison with counterparts at subcontractors' organizationsto resolve award related issues and to protect UCAR's interest and minimizerisk to the organization.
Interprets UCAR prime agreements for required flow-down provisions, theFederal Acquisition Regulations (FAR), OMB Uniform Guidance, and otherapplicable regulations and laws.
Helps ensure UCAR's compliance with these laws and regulations byresearching newly issued/modified federal award conditions, assisting inthe implementation or change to UCAR's processes to maintain compliance,and filing appropriate reports and certifications as needed.
Provides guidance to labs/programs on subcontract flow-downs andinterpretation of contract terms.
Prepares, reviews, and releases Requests for Information (RFIs),Requests for Quotes (RFQs), and Requests for Proposals (RFPs) insupport of UCAR staff for procurements.
Evaluates proposals and negotiates terms and conditions, issues awards,and administers resulting awards.
Assists with quarterly and semi-annual corporate reporting. Works closely withUCAR financial, budget, accounting, and property professionals toresolve financial and other issues related to subcontracting activity. Servesas a mentor for junior Contracts personnel.
