We are in search of a Business Analyst to join our program team supporting the Federal Administration for Children & Families (ACF) Office of Child Support Services (OCSS) located in Washington, DC. You will play a valuable part in supporting and executing a wide range of projects assisting the OCSS team provide top shelf products to our customer and their customers. The successful candidate will perform functional and business requirements analysis and IT applications analysis, in addition to IT applications development as assigned.
Must have lived in the United States for the past 3 consecutive years and ability to obtain Public Trust clearance.
Primarily remote/telework but will need to join team meetings at customer location in the D/M/V area.
You Role and Responsibilities:
Write system requirement specifications, including use cases and user stories.Develop test plans and test cases and execute the test cases.Recognize, diagnose, research, and resolve system and design concerns.Provide development lifecycle support and evolutionary lifecycle improvements or modifications as requested.Ensure appropriate Change Management processes/procedures and documentation are followed.Design web pages for existing and new applications.Responsible for various stretch assignments as needed, such as leading Business Analyst Workgroups across the Scrum teams and helping to manage reconciliation reports.Provide daily supervision and direction to staff for project related tasks.Serve as an expert and advocate to customer to translate the high-level business requirements to meaningful system requirements.Document all requirements in a formal System Requirement Specification (SRS).Document the interfacing needs with all stakeholder systems involved with external applications.Interface with external partners and assist them with testing and resolution of production issues.Help with system validation once the software has been developed.Work closely with the Project Manager, technical architect, and the other development staff.
Basic Qualifications / Skills:
Bachelor's degree from an accredited college in a related discipline, or equivalent experience/combined education, with 8 years of professional experience, or 6 years of professional experience with a related Master's degree.Excellent oral and written communication skills, strong teamwork, ability to multi-task and a strong commitment to client service.Requirements analysis and application analysis and design skills.Working knowledge of distributed application environments.Familiarity with standard lifecycle processes and tools and working within a team environment.Knowledge of 508 compliancy.Experience developing mock-up pages, preferably using Adobe Dreamweaver.Experience developing use cases and data requirements analysis and presenting workflows of systems to user groups.Experience in the development of test cases and test execution.Experience with UI design.Ability to multi-task and work in a dynamic, fast-paced environment.Candidates must have lived in the USA for the past 3 consecutive years.
Preferred Qualifications / Skills:
Knowledge or experience with Software Engineering (IEEE) Capability Maturity Model (CMM) standards.Knowledge or experience with Full Development Lifecycle (FDLC) methodologies.Familiarity with SQL tools and knowledge of object-oriented programming analysis methods.Experience with, or knowledge of, data modeling and modeling tools.Experience with building customer relationships to prioritize and analyze system issues.
Pay Range:
Pay Range $87,100.00 - $157,450.00
